We are looking for a dynamic Associate Technical Director/MEL to lead development and implementation of the MEL system for the HIV&TB Department, and USAID MULU: Key Populations Activity (100%, key personnel).

S/he will be the technical expert who will liaise with relevant advisors on health-related strategic information for activities related to strengthening the ability of community-based organizations and other community groups to monitor, document and analyze the performance of community-based health services as a basis for accountability, advocacy and policy activities and ensuring standards and quality of care.

S/he provides technical guidance and support to sub-awards on the monitoring and evaluation system design and implementation of effective HIV and AIDS services for key and vulnerable populations.

    Your contribution

  • Monitor trends and understand evolving Activity needs and priorities for data collection, analysis and reporting to drive the continuing development of standard data reports, analytical models and programs.
  • Ensure effective research and analysis governance processes
    and policies to promote high quality research within an ethical and a risk management framework.
  • Establish and run the activity monitoring systems including data collection, analysis and reporting to support sound management of the activity interventions, as well as provide training for field & Management Information System (MIS) staff.
  • Lead the development of MEL plans, processes and systems with standard procedures and process to ensure credible, reliable, timely and cost-effective monitoring data to inform on-going management decisions, strategic planning and uphold accountability.
  • Lead the adaption or development of specific planning, assessment, monitoring and evaluation and reporting tools for consistent and quality data collection and develop and implement a comprehensive Data Quality Assurance Plan.
  • Build the capacity of staff and implementing partners on project/program design, monitoring and evaluation concepts, skills and tools and also build the capacity of program staff to conceptualize, collect, use and routine data.

    Generic Duties of the Position:

  • Prepare the MEL work plans and monitor their execution.
  • Identify MEL human resources requirements and develop plan for meeting the requirements.
  • Develop MEL policies and procedures for MULU KP and lead in their implementation and continuous review.
  • Review, approve and submit MEL reports to relevant organs.
  • Support the development of subordinates through periodic performance evaluations, coaching, mentoring, on-going performance dialogue and feedback.
  • Oversee the systematic identification of skill and competency requirements for MEL team
  • Represent the department in external relationships related with MEL
  • Take part in the group decision making processes by forming part of different groups/committees.

    Job Requirements

    Background

  • Master’s degree in epidemiology, monitoring & evaluation, demography, biostatistics, statistics, or a related field required.
  • Minimum of 8 years of work experience in establishing/designing M&E systems and tools and managing data-intensive programs preferably in health programs required.
  • Experience with qualitative and quantitative M&E data collection and analysis methods including tracking outcome indicators required.

  • Knowledge of M&E and data quality management related to HIV/AIDS programs required.
  • Demonstrated experience and knowledge in HIV/AIDS programs to provide support and guidance to project staff on design, monitoring and evaluation highly desirable.
  • Demonstrated experience in use of data for decision-making highly desirable.
  • Demonstrated capacity to coordinate and implement evaluations, operational research, surveys and surveillance, including experience developing terms of reference, recruiting, training and managing a diverse team highly desirable
