Objectives of the Consultancy

  • The overall objective of the consultancy will be to ensure the standardization and development of gender mainstreaming and multi-sectoral integration tools (i.e. policies, guidelines, strategies, and manuals), and building the capacity of staff, partners, members and relevant stakeholders for multi sectoral integrated and gender responsive program/project planning, implementation and monitoring, evaluation and impact.

    For these objectives to be achieved, the specific tasks to be performed by the successful consultancy firm will be;

  • For building organizational gender mainstreaming capacity

  • Evaluate and standardize organizational strategies, procedures, guidelines and manuals from gender equality perspective.

  • Evaluate and standardize the existing organizational gender mainstreaming tools.

  • Develop gender training manuals (tailored for trainers, practitioners, policy makers and community)

  • Develop gender responsive and multi-sectoral integrated partnership policy

  • Develop gender responsive and multi-sectoral integrated monitoring, evaluation communication/ advocacy strategy or guideline.

  • Conduct organizational training need assessment

  • Provide TOT training for PHE-EC staffs and partners on gender equality and women’s empowerment issues.

  • provide capacity building trainings for key stakeholders and members on gender equality and women’s empowerment issues.

  • Conduct different workshops to validate and introduce the newly developed/standardized gender mainstreaming tools to members, partners and stakeholders.

    For building organizational multi-sectoral integration capacity

  • Evaluate and standardize organizational strategies, procedures, guidelines and manuals from multi sectoral integration perspective.

  • Evaluate and Standardize the existing multi sectoral integration manual.

  • Develop multi-sectoral integration training manuals (tailored for trainers, practitioners, policy makers and community)

  • Develop multi-sectoral integration policy

  • Develop gender responsive and multi-sectoral integrated partnership policy

  • Develop gender responsive and multi-sectoral integrated, monitoring, evaluation communication/ advocacy strategy or guideline.

  • conduct organizational training need assessment

    Scope

  • The project implementation will take place mainly at the head office level and covers the development of gender mainstreaming tools, gender sensitive partnership, monitoring, evaluation and communication guidelines, integration manuals and tools.

  • However, for the capacity building training and awareness raising workshop purposes the scope of the project will extend to PHE-EC field offices.

    Payment schedule

  • First instalment of 20% of the total consultancy fee upon satisfactory submission of a quality inception plan validated by PHE-EC.

  • Second instalment of 40% of the total consultancy fee upon satisfactory completion of standardized and newly developed gender mainstreaming and multi-sectoral integration tools and validation workshops.

  • Third instalment of 40% of the total consultancy fee upon satisfactory completion of capacity building trainings and awareness raising or introductory workshops.

    Project Duration, management and Reporting

  • The duration of the project will be for one year.

  • The successful consultancy firm should finalize the following major tasks in four-month period.

  • Apart from the four months continuous engagement and delivering the deliverables indicated below, the consultant will be required to provide technical support, coaching and mentoring for a year period as needed.

  • Evaluate and standardize the existing organizational strategies, procedures, guidelines and manuals from
    gender and multi sectoral integration perspective.

  • Develop gender training manual and multi-sectoral integration training manual (tailored for trainers, practitioners, policy makers and community)

  • Develop gender sensitive multi-sectoral integration policy

  • Develop gender responsive and multi-sectoral integrated partnership policy

  • Develop gender responsive and multi-sectoral integrated, monitoring, evaluation communication/ advocacy strategy or guideline.

  • Conduct training need assessment and provide TOT training for PHE-EC staffs and partners on gender equality and multi-sectoral integration perspective.

  • From the perspective of gender and integration

  • Provide capacity building trainings for key stakeholders and members on gender equality, women’s empowerment and integration tools and strategies

  • The successful consultancy firm will also perform the other activities indicated in the objective section with in the project life time on demand basis.

  • The consultancy firm will work under the overall supervision of PHEC’s management team comprising the Executive Director, program directors, Monitoring, Evaluation and Communication Head, Partnership and communication Coordinator, Finance and admin Head.

  • The consultant will work in close collaboration and with overall guidance from PHEEC’s senior gender expert.

  • The project will be monitored monthly and quarterly by PHE-EC management team. Accordingly, the consultant is required to arrange for a feedback meeting.

    Specification for Application

    Technical Proposal Outlining:

  • Profile, giving background and experience that explain the consultants’ suitability for the assignment

  • Technical Proposal consisting of proposed detail plan to undertake the assignment.

  • Two examples of previous similar work
    Names and CVs of individuals or team members proposed, highlighting their experience relevant to this study and their roles in the achievement of the assignment.

  • Copy of renewed Registration Certificate, License or Work Permit.

  • Other relevant supporting documents.

    Financial Proposal:

  • The proposal will include a lump sum cost for the assignment

  • A breakdown of the costs related to all aspects of the consultancy (consultancy fee, travel, and the assignment deliverables).

    Job Requirements

    Required Qualifications

    For building organizational gender mainstreaming capacity the consultancy firm should have a team who meet the following qualifications/expertise:

  • Post graduate degree in gender studies, sociology, social work or other social science fields (Mandatory)

  • 8 years’ experience of carrying out similar activities (i.e. gender mainstreaming tool development and training) (Mandatory)

  • Knowledge on gender equality and women empowerment international and national legal frameworks, policies and strategies, (Mandatory)

  • Excellent English writing and speaking skills (Mandatory)

  • Be a registered consultant under the set of legal provisions or under any valid legal cover (Mandatory)

  • For building organizational multi-sectoral integration capacity, the consultancy firm should have a team who meet the following
    Qualifications/expertise:

  • A mix of professionals with post graduate degree in environmental science, public health, rural development and agricultural extension, demography or other similar fields (Mandatory)

  • 8 years’ experience of carrying out similar activities (i.e. multi sectoral integration tool development and training) (Mandatory)

  • Knowledge of international and national legal frameworks, policies and strategies, regarding environment, health and population issues (Mandatory)

  • Excellent English writing and speaking skills (Mandatory)

  • Be a registered consultant under the set of legal provisions or under any valid legal cover (Mandatory)
