Job Description

The Population Council seeks applications from highly experienced, active and self-motivated Program Officer (Education) with extensive experience in the education sector in Ethiopia, with special expertise in alternative basic education (ABE)/non-formal education.

The Program Officer will lead the implementation of non-formal education for marginalized urban girls funded by the UK Department for International Development (DFID).

Based in Addis Ababa with a frequent travel to Shashemene and Bahir Dar, the Program officer will ensure the delivery of ABE of the utmost quality and ensure a timely transition for girls to formal school.

Duties and Responsibilities

  • Serve as lead in-county education advisor on a girls’ education project, supporting marginalized urban girls, including rural-urban migrants, child domestic workers and girls with disabilities.
  • Closely collaborate with the Ministry of Education and their regional bureaus, as well as other sub-partners on the project, ensuring that delivery of alternative basic education is high quality, relevant and results in significant increases in learning outcomes.
  • Design and oversee capacity building activities of community-based mentors, ensuring that they have the skills to effectively deliver ABE to marginalized girls.
  • Monitor the quality and intensity of ABE delivered through the program in three project cities (Addis Ababa, Bahir Dar and Shashamene) and design remedial supportive strategies and activities where deemed necessary.
  • Support design, modification or adaptation of training and learning materials to be used in training/refresher training of mentors.
  • Oversee and lead all mentor training related to ABE.
  • Design and implement adaptations and improvements to the program based on evidence, including improving the participatory nature of teaching and learning activities.
  • Design and implement monitoring activities
    to measure acquisition of literacy and numeracy and ensure significant impact of educational activities.
  • Support project partners to effectively provide ABE to participants with different disabilities.
  • Represent the progress made through ABE activities to the Project Advisory Committee, senior management staff, the Fund Manager and the donor.
  • Support documentation of project experience, successes and challenges
  • Support monitoring efforts related to acquisition of literacy and numeracy, monitoring trends in learning outcomes and experience of beneficiaries and mentors in the program.
  • Carry out other similar activities assigned by supervisor;

    Job Requirements

  • Masters degree or PhD in Education or related field and a minimum of 8 years’ experience.
  • Extensive teaching experience and experience in ABE and/or children with disabilities is considered an asset.
  • Strong knowledge of the education system in Ethiopia, including policies, programs and key actors.
  • Excellent Amharic and English language skills with strong attention to detail.
  • Strong organizational skills and ability to work both independently and collaboratively with national and international colleagues.
  • Research and M&E experience and expertise is preferred.
  • Ability to work and in a fast-paced, multi-cultural environment
  • Willingness to travel extensively within Ethiopia, as required.
