Polish Humanitarian Action - Polska Akcja Humanitarna Head of Programmes Jobs in South Sudan ;Polish Humanitarian Action (PAH) is an international NGO providing humanitarian and development help worldwide since 1992.

PAH has operated in South Sudan since 2006, with expertise in WASH and Shelter/NFI, leading cluster coordination in Jonglei State.

    Job Summary

    The Head of Programmes provides strategic and operational leadership for PAH’s programme portfolio in South Sudan.

    The role ensures programmes are relevant, technically sound, effectively implemented, resourced, compliant and accountable.

    Key Duties and Responsibilities

    Programme Strategy, Quality and Implementation

  • Lead development and review of country programme strategy.

  • Oversee quality and timely implementation across WASH, Shelter/NFI, FSL and emergency response.

  • Ensure coherence across sectors and monitor performance, budgets and risks.

  • Strengthen accountability, learning and evidence‑based decision‑making.

  • Maintain programme data and reporting in PAH systems.

    Business Development, Fundraising and Grants

  • Lead programme funding pipeline and identify opportunities.

  • Contribute to assessments, concept notes, proposals and budgets.

  • Oversee grant performance and compliance.

  • Support programme growth, partnerships and consortium opportunities.

    Partnerships and Programme Team Leadership

  • Develop relationships with partners and support due diligence.

  • Promote localisation and participation of national actors.

  • Lead and manage programme team including recruitment, performance and development.

  • Strengthen capacity of national staff and promote collaborative culture.

    Representation, Coordination and Senior Management

  • Represent PAH in clusters, working groups and coordination forums.

  • Maintain relationships with donors, government, UN agencies and NGOs.

  • Support Country Director in strategic engagement and positioning.

  • Participate in Senior Management Team and provide programme analysis.

    Cross‑Departmental Cooperation, Risk and Compliance

  • Work with Finance, HR, Logistics, Security, Grants
    and MEAL to ensure coordinated delivery.

  • Ensure compliance with PAH policies, donor requirements and humanitarian standards.

  • Identify and manage programme and operational risks.

  • Promote safeguarding, PSEA and accountability.

    Other Responsibilities

  • Perform other duties as assigned by Country Director.

  • Contribute to organisational and HQ initiatives.

    Qualifications and Experience

  • Minimum 7 years’ humanitarian/development experience, 5 years in humanitarian programming.

  • At least 3 years as Project Coordinator/Programme Manager and 2 years in senior programme role.

  • Experience managing multi‑sectoral programmes in complex contexts.

  • Proven fundraising, proposal development and donor management experience.

  • Experience with ECHO‑funded programmes.

  • Strong programme quality, MEAL and accountability experience.

  • Proven representation and relationship‑building skills.

  • University degree in International Development, Humanitarian Affairs or related field.

  • Excellent English and MS Office skills.

    Desirable

  • Previous experience in South Sudan or East Africa.

  • Experience managing multi‑location portfolios.

  • Experience with consortiums and strategic partnerships.

  • Experience with localisation and capacity strengthening.
