Policyholders Compensation Fund Manager - Finance Jobs in Kenya


Purpose of the Job (Job Summary)

  • Responsible to the Chief Manager, Corporate Services for providing strategic direction and policy advice on all matters related to finance and accounts.

    Duties and Responsibilities

    Specific duties and responsibilities entail;

  • Developing and implementing budgetary and resource mobilization policies, procedures and systems for the Fund;

  • Developing work plans, procurement plan and budget for the Division;

  • Formulating and implementing relevant policies, strategies and procedures;

  • Preparing annual recurrent and development budget including coordination of budgeting process with various divisions and departments;

  • Advising management on all financial matters of the Fund;

  • Preparing investments and funding proposals for the Fund;

  • Formulating and implementing an effective system of internal control that adheres to the Fund’s policies and procedures;

  • Overseeing the implementation of the budget and preparing financial performance reports including variance analysis reports to aid management in decision making;

  • Preparing budgets and forecasts and reports in a clear and timely manner on the attainment of these forecasts and budgets;

  • Advising the Board and the management on accounting matters relating to the Fund;

  • Planning, managing and coordinating end of month and end of year closing process and procedure;

  • Preparing clear and concise periodic financial statements and reports as required;

  • Maintaining assets register and assets inventory control documents;

  • Preparing the Fund’s annual accounts in line with the Governing regulations and coordinating the audit of the annual report and financial statements.

  • Responding to audit management letters as appropriate;

  • Providing advice to the Board
    and implementation of audit recommendations;

  • Preparing and presenting Board papers;

  • Preparation and implementation of the Department’s performance contracts; and

  • Assessing performance, mentoring and coaching of staff under the Officer’s purview.

    Requirements for Appointment

    For appointment to this grade, an officer must have;

  • Bachelor’s degree in Commerce, Economics, Business Administration or its equivalent qualifications;

  • Master’s degree in Finance, Insurance, Accounting, Business Administration or equivalent qualification from a recognized and accredited institution;

  • Certified Public Accountant Part III (CPA-K) qualification or its equivalent from a recognized institution;

  • Membership to the Institute of Certified Public Accountant of Kenya or any other relevant and recognized professional body;

  • Strategic Leadership and Development Programme (SLDP) or its equivalent will be an added advantage;

  • Shown merit and ability as reflected in work performance and results;

  • Demonstrated outstanding professional competence and leadership qualities/characteristics at work place.

  • At least eight (8) years’ relevant experience, five (5) of which should have been at a management position.
