    The Opportunity

  • We have been working in South Sudan, including before its independence, since 2006 - helping children to access their rights to education, health, protection and economic security.

  • Plan International South Sudan are recruiting for a Country Safety and Security Manager to lead the development and management of the country safety & security strategy and provide support to the country operations on management of all safety and security issues.

  • As Safety and Security Manager you will be required to develop and or update as necessary: to take into account evolving situations
  • security operational procedures: (SOP);
  • training of staff on the application of the SOP’s ensuring that staff are aware of their personal and collective responsibilities as regard
    to security;
  • propose risk reduction measures;
  • develop contingency plans and train staff in their application this may require the implementation of drills (ie practice).

  • You will coordinate with: the NGO Forum Security Manager, the security managers of other INGO, UNDSS, as well as such local security apparatus/ institutions as are relevant to Plan International areas of operations.
  • In all matters the Security Manager must ensure that staff safety is prioritised and that the Humanitarian Principles are applied when supporting a response.
  • The incumbent will also look at MORSS, MOSS and radio communications in the vehicles and overall contingency measures.
  • The environment in South Sudan is exposed to security risks so there is a possibility of evacuation in case of escalation of the armed conflict. As such, South Sudan is currently a non-family duty station.

    Do you have what it takes?

    I
  • n order to succeed in this challenging and varied role, you will require in depth knowledge of security risk management and associated principles, and experience of working in a humanitarian context.
  • You will also require thorough understanding of the implementation of a Security Management Framework (SMF) and all related processes and procedures.
  • Knowledge of Humanitarian Codes of Conduct e.g. Sphere, HAP and UN Sec General Statement on Sexual Exploitation is preferred.
  • Proven networking and relationship building skills to include strong negotiation and influencing skills is essential as is an excellent command of English, both written and verbal.
  • Some spoken Arabic will be an added advantage.
