    Accountabilities and Main Work Activities

    DRM strategy design, planning and implementation – 30%

    • Take leadership in defining the DRM and resilience strategy for PIK and provide guidance in development of PIK’s implementation strategy.

    • Deliver a policy and advocacy strategy that increases Plan Kenya’s advocacy impact for girls and young women in emergencies with the Kenya government and other external stakeholders where necessary;

    • Advocate and negotiate with high level technical experts and government officials, parliamentarians and CSOs;

    • Conduct policy analysis to inform advocacy issues and establish maintenance of dialogue with key decision makers within government;

    • Provide technical expertise in on key thematic areas, as appropriate;

    • In close collaborating with our influencing advisor and communications team, create communications to influence engagement of girls in pertinent policy engagement, and increase in civil society support for protection of girls in emergencies;

    • Analysis of political, social and economic trends and drives formulation and design of relevant DRM and resilience building initiatives;

    • Supports implementation of program strategies related to DRM and that are focused on achievement of results and outcomes for children, especially girls, young women and their families.

    • Identifies and uses multiple sources of evidence, including demographic, vulnerability (consideration of differential impact of crises in relation to gender, age, disability and other groups), multi-hazard risk assessment, political economy, sector-specific, and other assessment data in order to develop robust and comprehensive analysis of risk and need

    Program Quality in DRM – 30%

    • Work with programme teams to design and oversee implementation of disaster response programs in line with Plan Global DRM policy, country strategy, national and international emergency standards and guidelines.

    • Continuously analyse, compile and share reports from the different agencies and government institutions charged with early warning monitoring and reporting.

    • Provide technical support and guidance to country DRM team during emergency assessments, related surveys and studies.

    • Provide technical support and back stopping of project activities as may be required;

    • Build an Emergency Response team within the CO that is well prepared to deploy within the country and beyond during emergencies;

    • In close consultation with Program Unit managers, provides timely reports, as may be required on the Plan Kenya’s DRM, climate change and resilience program portfolio, including updates on program/project challenges and successes.

    Engagement, Networking and Advocacy 10%

    • Support the creation of strategic partnerships and resource mobilisation strategy to further funding ambition and positioning of Plan Kenya as a key actor in DRM spaces in furtherance to our ambition to protect girls in emergencies;

    • Establish and maintain strategic contacts with agencies in the emergency resilience and climate change including UNICEF, Government, INGOs, Universities, Research Institutions, Donors and Embassies

    • Ensure Plan Kenya representation in key strategic DRR/DRM and Climate change working groups and forums

    • Participate in joint technical coordination, planning and review meetings for DRR and Environment and Climate Change plans and initiatives within the organization and externally including with government

    • Develop and communicates relevant information for a variety of audiences for advocating for Plan Kenya’s comparative advantage and purpose;

    • Actively participates in DRM and resiliency building eco-systems with the global hub and regional teams as well as within Kenya’s community of practice;

    Capacity Development – 10%

    • Assess and strengthen staff and partners’ capacity in disaster preparedness response and resilience building.

    • Ensure all programme/operations staff are aware of core humanitarian standards (people in aid, sphere, Plan International standards etc.

    • Enhance skills and capacities of staff and partners in DRR and Climate change Adaptation and resilience strategies and successful models in the sector.

    Fundraising – 10%

    • Identifies the emergence of funding opportunities and drives project/program design to secure funding for Plan Kenya in DRM, climate change and
    resilience building.

    • Contribute to the growth of Plan Kenya’s DRM portfolio by directly contributing to Plan Kenya’s proposal development, including the writing, reviewing and/or editing of technical proposals.

    • Work in liaison with the Business Development team to identify funding opportunities and support development of project concept notes and proposals for funding.

    • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals

    • Technically support Business Development team to develop proposals/concepts to prospective donors for DRR and Climate change and resilience building in general

    • Maintain working relationship with strategic donors.

    Others – 5%

    • Carry out any duties that may be assigned from time to time by the supervisor

    • Participate and contribute in committees and task forces as may be signed from time to time
    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) – 5%

    • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

    • Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

    • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;

    • Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

    Qualifications/ experience essential:

    • Masters degree in disaster management, risk reduction, environmental management, climate change and adaptation, agriculture, nutrition, earth sciences, social sciences, urban, regional planning or any other related field.

    • A minimum of 7 years’ experience, three of which are in implementing of disaster risk reduction and/or disaster preparedness, climate change and or resilience building interventions at local or national level, preferably with an International Non-Governmental Organization.

    • Proven experience in disaster risk management, resilience building, girls in emergency and/or humanitarian response with a focus on girls and young women in emergency, in urban contexts as well;

    • Demonstrated understanding of emergency response policy, practice, standards and guidelines in Kenya

    • Ability and experience in coordinating teams during emergency response.

    • Ability to network and maintain good partnerships with emergency technical working groups, clusters, national and county disaster management teams.

    • Detailed working knowledge in disaster management, risk reduction, resilience building at community and family level and climate change mitigation approaches and its application in development and humanitarian/ emergency projects;

    • Ability to establish and maintain partnership with agencies working in disaster risk management

    • Proven experience in providing technical assistance to complex DRM, resilience building and climate change adaptation;

    • Commitment to Plan Kenya’s position on promoting girls’ rights and gender equality and integrating all these aspects in their day to day work

    Qualifications/ experience desirable:

    • Demonstrated application of technical principles and concepts in DRR/DRM. General knowledge of other related disciplines to ensure proper cross-sectoral approach.

    • Strong experience and skills in networking and building relations with donors and peer organisations. Demonstrated understanding of how to position on organisation to be a thought leader and influencer in DRR/DRM. Knowledte or experience in working in emergency/humanitarian response is an added advantage.

    Languages required

    • High level English oral and written communication skills, including representation and liaison skills. Knowledge of Kiswahili an added advantage
