Role Purose

  • Plan International Uganda is looking for a Project coordinator to provide strategic leadership in the implementation of a 2 year project– “Bloody Serious Matter” funded by Plan International Netherlands. The project is aimed at improving the dignity and health menstruation for girls and women in Kamuli district.

  • The Project coordinator will be fully responsible for quality, timely, efficient, and gender-responsive implementation of all project interventions in a bid to achieve the project outcomes aimed at ensuring that: 1) Improved Knowledge and break taboos among 53,502 adolescent girls, boys, men and women; 2) Improved Menstrual Health and Hygiene(MHH) practices of 29,382 girls and women 3) Increased access to affordable and hygienic sanitary pads 4) Increased access to gender friendly toilets and Water supply facilities in schools & 5)Ensure MHH in included in the district and national policies

    Dimensions of the Role

  • The Project coordinator will be responsible and ultimately accountable for the project’s strategic direction, quality programming and delivery of results, financial management and compliance, team leadership, coordination and collaboration with project stakeholders. S/he will demonstrate excellent project management and problem-solving skills, a very high degree of maturity, flexibility, organization and communication skills, and strategic thinking to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan International’s systems and policies and donor requirements are adhered to, especially gender transformative programming and child and youth safeguarding.

    Accountabilities

    Project Set Up and Project Planning

  • Define the scope of the project in collaboration with Program Area Manager

  • Develop a comprehensive and detailed implementation plan which identifies and sequences the activities needed to successfully complete the project.

  • Determine the resources (time, money, equipment, etc.) required to complete the project

    Staff Management

  • Manage volunteers according to the established policies and practices of the organization.

  • Initiate and manage the process of contracting qualified consultants to work on the project as appropriate.

    Project Implementation

  • Execute the project according to the project plan.

  • Liaise with the Monitoring Evaluation & Research team to tools and databases to document project activities.

  • Set up files to ensure that all project information is appropriately documented and secured.

  • Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project.

  • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project,

    Partnership Management

  • Manage the partners implementing the project activities following the Partnership Framework and Guidelines.

  • Ensure proper capacity assessment of all partners.

  • Ensure all legal documentation is in place before bringing partners on board.

  • Support their capacity building process and manage relationship building.

    Project Monitoring and Evaluation and Control

  • Measure the project progress and identify appropriate corrective action in situation where the project’s performance deviates significantly from the plan.

  • Write high quality reports to donors following the donor compliance guidelines.

  • Follow the communication protocols with donors and the Business development team and provide information as outlined in funding agreements.

  • Monitor all budgeted project expenditures and cash flow projections and report actual cash flow and variance to senior management on a regular basis.

  • Manage all project funds according to established accounting policies and procedures, ensuring value for money and strong accountability.

  • Manage project risks, ensuring they are effectively tracked and reported. Manage audit process and follow up audit action list.

    Advocacy, Influencing and Visibility

  • Represent Plan International at district to implement the advocacy activities as stated in the project.

  • Support with technical documentation of evidences from the project and write stories of change when required.

  • Ensure close technical and operational collaboration and coordination with Government Agencies & WASH Networks at district level

  • Ensures that the project is fully aligned
    with the Advocacy Strategy and the SDG influencing plan.

    End of Project Transition and Project Integration

  • Implement all the transition activities to ensure proper closure of the project (lessons learned, financial and contractual closure activities, etc.)

  • Promote full integration of the project with other initiatives implemented in the same location in close coordination with the Programme Unit Manager.

  • Participate and provide valuable input into the technical network meetings.

  • Support the Business development Unit and the National Programme Manager-WASH in developing proposals that may facilitate the continuity of the project.

    Dealing with Problems:

  • Building and sustaining smooth working relationships with project partners and other key stakeholders.

  • Compliance to donor requirements and ensuring quality and timely project outputs and communications

    Technical expertise, skills and knowledge

    Essential

    Knowledge

  • A degree (preferred) Social Sciences, Public Health, Environment or its equivalent, with professional training on MHH/MHM programming.

  • At least 4 years’ experience in the design, implementation and evaluation of MHM/MHH projects, including donor compliance.

  • Comprehensive knowledge about policy and programming of MHM/ MHH

  • Excellent project management and team leadership skills

  • Demonstrated skills and experience in report writing, donor compliance and budget management.

  • Identification and synthesis of best practices and lessons learned directly linked to grant implementation, promote knowledge management, document best practices and lessons learned from project implementation, and facilitate dissemination in appropriate format to relevant stakeholders.

  • Demonstrate Influencing and advocacy skills to facilitate changes in policies, laws, budgets, harmful social norms, attitudes and practises

  • Experience on working with coalitions, umbrella Networks and district local governments

  • Knowledge and dynamic in working with vulnerable young girls and boys.

  • Excellent communication (verbal and written) and interpersonal skills, with ability to work with people from diverse cultures

  • Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail and web based research.

  • Experience of gender transformative programming and social inclusion in WASH programs

  • Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams

  • Good understanding and ability to use participatory approaches for involvement of stakeholders and creating program ownership.

  • Excellent skills of working with children, facilitating child participation and gender equality

  • Must be fluent in the local language( Lusoga)
