The Role

Working in 50 developing countries across Africa, Asia and the Americas, Plan has One Goal, which is to reach as many children as possible, particularly those who are excluded or marginalized, with high quality programs that deliver long-lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan recognizes that the geographical context and recent history have left the communities of South Sudan highly vulnerable to emergencies from political and inter-ethnic conflicts, influx of returnees, food insecurity, long dry spells and floods.

Cognizant of the needs, Plan is implementing emergency and recovery response projects in four states of South Sudan, namely Central Equatoria, Eastern Equatorial, Western Equatoria, Upper Nile, Lakes and Jonglei. Programs focus on food assistance, agricultural rehabilitation, Food Security and Livelihood, Education in Emergencies and Child Protection in Emergencies.

Plan International South Sudan is seeking for an experienced GFFO and BMZ Programme Advisor to be based in Juba to support the GFFO and BMZ project teams in South Sudan and Ethiopia.

Dimensions of Role:

The incumbent carries out her/his mandate by coordinating programme activities across the GFFO and BMZ projects on Sexual and Reproductive Health Rights (SRHR), Child Protection (CP) and Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE) working with project and programme staff and key stakeholders ensuring effective planning, co-ordination and management of the GFFO and BMZ projects thus enabling controlled and effective implementation.

The incumbent acts with
minimal supervision, under the overall guidance of and reporting directly to the Director Programme Development and Advocacy.

The Requirements

Knowledge

  • MSc/MA Degree in Social Sciences, development studies or related fields.
  • Minimum of 5 years of relevant work experience in program management.
  • Experience managing large, complex donor-funded international programs in humanitarian and development settings.
  • Demonstrated technical experience in one or more of the following areas: Sexual and Reproductive Health Rights, Child protection, Youth and women economic empowerment, gender transformative approach.
  • Proven ability to work with government officials, international partners, local health staff, and other local and international stakeholders
  • Willingness and ability to regularly travel to project sites.

    Skills

  • Computer knowledge - Microsoft Word, Excel, Outlook, Teams and Zoom.
  • Strong command of both written and spoken English
  • Solid analytical and writing skills (including report writing).
  • Very strong facilitation, negotiation, communication and representation skills.
  • Strong leadership and management skills.
  • Communicates clearly and effectively appropriate to the audience.
  • Ability to work with multiple stakeholders and maintain strong relationships.
  • Excellent team management, interpersonal, communication, and negotiation skills
  • Ability to travel in the deep field for at least 50% of the time.

  • Never act or behave in a manner that results in violence including SHEA against a child, young person or adult or places them at risk of such violence;
  • Be aware of and adhere to the provisions of the Safeguarding Policy, PSHEA Policy and COC of Plan International;
  • Report and respond to safeguarding and SEA concerns and breaches in line with the applicable procedures of Plan International;
  • Maintain confidentiality of safeguarding and PSEA concerns reported;
  • Never participate in or support child marriages
