Role Purpose

Plan International is seeking an OVC Manager for its $41 Million USAID-funded Support for Orphans and Vulnerable Children in Nairobi and Coast Counties of Kenya project (Nilinde).

OVC Manager provides high-level guidance for the technical implementation of Nilinde, ensuring access to services for improving health, nutrition, education, protection, economic security and psychosocial wellbeing for orphans and vulnerable children.

S/he reports directly to the Chief of Party (CoP) and will advise and support the CoP in implementation oversight including coordinating the work of Coast based field staff through targeted support to the Regional Coordinator (Coast region), and in ensuring the quality of processes and results of all program activities and related reporting requirements.

The OVC Manager will liaise with Plan Kenya’s Area Manager (Coast region) and support the Area Manager in his representational role of all Plan Kenya’s projects in the Coast region.

Specifically, the OVC Manager will be responsible for the technical aspects of project implementation that relate to communities and families and will ensure strong linkages between community and facility as well as other service delivery points.

The position supervises with the Household and Economic Strengthening (HES) Advisor and Regional Coordinator (Coast) and coordinates with the Monitoring and Evaluation (M&E) Advisor and with the Team Leader-Health & HIV, to ensure the highest level of implementation standards and reporting.

S/he will have proven knowledge and proven experience in state of the art programming for orphans and vulnerable children, including social service delivery with a focus on community led case plan management.

Dimensions of the Role

The OVC Manager will be a member of the Nilinde Senior Management Team and will work closely with other members to:

  • Provide clear guidelines, standards, and tools for consistent, quality services;
  • Build the capacity of local implementing partners to deliver quality services; and
  • Build synergies with government and other implementing partners to promote efficient, timely, and cost-effective services that can be sustained beyond the life of the project.

    Accountabilities

    Specifically, the incumbent is responsible for:

  • Ensuring high-quality technical programming for households with OVC, through hands-on guidance and support to technical teams – ensuring that program implementation is consistent with national policies and standards, donor guidelines, and emerging best practice and is anchored in the Nilinde design;
  • Advising and supporting the CoP in providing technical direction to project implementation and ensure that the project meets stated goals, expected results and reporting requirements, in partnership with the M&E Advisor;
  • Ensuring effective coordination and communication with sub-grantees to ensure data driven shifts in implementation as may be required;
  • Supervising the provision of program management support and technical assistance to local implementing partners/grantees on work plan development and its consolidation into Nilinde annual work plans, as well as oversight for activity implementation;
  • Providing regular written/oral program progress reports;
  • Ensuring strong linkages with county-level structures and systems to support coordination and collaboration for quality, efficiency, and cost-effectiveness; and
  • Supporting Plan and project management compliance initiatives to assist staff and partners to meet donor requirements and regulations.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the
    principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Key relationships

  • External: - S/he will work closely with Nilinde’s key stakeholders at county and Sub County level that range from Government to Non state agencies such as and not limited to: Department of Children’s Service, County Education office, Ministry of Education, Science and Technology (MoEST), Ministry of health, Ministry of agriculture Livestock and fisheries, Ministry of Youth Sports and Gender, among others. The non-state agencies include and not limited to the USAID funded Afya Jijini, Afya Pwani projects, etc.
  • Internally: The incumbent is expected to work with Nilinde’s M&E department; Health & HIV advisor, House hold economic strengthening team as well as Grants & finance team’s procurement team. As part of Nilinde design the incumbent will directly work with SDPs and will ensure optimal leveraging and integration with Plan Kenya’s other projects for enhanced programming and in the promotion of One Plan Kenya.

    Technical expertise, skills and knowledge

    Education, Knowledge & Experience

  • A Master’s Degree in social sciences or related field;
  • Eight years of experience implementing OVC programs in a development context, with five of these years in Sub-Saharan Africa, preferably Kenya. During this period s/he should have been involved with social services and or public health project design, implementation, reporting and evaluation;
  • Demonstrated state-of-the-art experience at a mid or senior level in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV care and support; quality improvement; social service systems strengthening, including social services workforce; M&E; and operations research. Strong preference for experience in case management and case planning, community level capacity building, bi-directional referrals and other strategies for achieving epidemic control among children and young adults;
  • Five years demonstrated experience in managing, coordinating and supervising a team working with local community organizations, families and communities;
  • At least five years demonstrated skills in project implementation and reporting, preferably for USG funded programs;
  • Demonstrated ability to work with a variety of stakeholders to deliver optimal outcomes for orphans and vulnerable children;
    Professional level of oral and written fluency in English and Swahili languages; and
  • Strong writing skills about program activities, outcomes and impact.
