Dimensions of the Role

The Senior Data Systems Advisor will be responsible for supporting efforts to improve the capacity of county health government teams in data management systems. Reporting to the Deputy Chief of Party, the Advisor will support activities to improve the capacity of the six national data management systems to generate complete, accurate and timely data for analysis and use by eight county health management teams and work to harmonize the use of existing systems at the county level.

Responsibilities

  • Increase understanding and use of multiple data systems by county and sub-county staff.
  • Strengthen quality of data systems.
  • Align counties with national data system policies.
  • Facilitate interoperability of multiple data systems at county and sub-county level.

    Qualifications

  • Bachelor’s degree in relevant degree (e.g. computer science, information systems, public health) with a graduate degree or post- graduate training preferred.
  • Minimum of 5-7 years of experience in conceptualizing, designing and implementing robust Management Information Systems.
  • Preferred experience with any of the six national health data systems (County Health Information System CHIS, Community AIDS
  • Programs Reporting CAPR, District Health Information System 2 DHIS 2, Electronic Medical Record EMR, Integrated Disease Surveillance and Response IDSR, and Logistics Management Information System LIMS)
  • Demonstrated experience in complex project data needs, data handling and use of data analysis technologies including software packages such as SPSS, STATA, Nvivo, Atlas and SAS in addition to knowledge of MS Access, PowerPoint and Excel.
  • Ability to objectively analyze complex data primary and secondary data and present it in simple understandable information for diverse audience.
  • Project work experience with open source technology, social media, online community portals, mobile technology, and on/off connectivity solutions.
  • Experience building the capacity of system users to effectively enter, analyze and use data.
  • Experience working with Government of Kenya and bilateral/multi-lateral donor agencies, preferably USAID/USG funded projects.
  • Team player with demonstrated ability to train and build capacity of others as well as being experienced in contributing to knowledge generation and project learning agenda among partners including government structures.
  • Excellent interpersonal, facilitation, writing, and oral presentation skills.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.

    Plan International NGO Counter Fraud Specialist Vacancies in Kenya

    Responsibilities

    Plan International NGO Birth Registration Innovation Advisor Vacancies in Kenya

    Responsibilities

  • Support in the design and implementation of Digital Birth Registration programmes at the country level.
  • Develop global goods based on learnings from our DBR programming that benefit other partners working in the area of CRVS.
  • Influence CRVS best practices at the global level based on items 1 and 2 above.

    The Advisor will work within BRIT and will be responsible for developing and supporting innovations to increase birth registration rates and strengthen CRVS systems in low-resource settings. The Advisor will:

    Birth Registration Innovation Programmes:
  • Provide technology and innovation expertise to assist country programmes (remote and in-country), including but not limited to Kenya, Pakistan and Uganda. This will include identification of appropriate solutions (tech & non tech) that respond to need; development of minimum viable products/processes to test the potential solution; oversee development of prototypes;
  • Support in the development and review of project deliverables including but not limited to: baseline studies, community based models, M&E frameworks and continuous improvement models.
  • Based on our programmes, document innovative birth registration models and minimum activity guidelines to be shared with internal and external BRIT partners.
  • Provide project management oversight to birth registration programs both remotely and in-country.

    Birth Registration in Emergencies (www.brietoolkit.com)
  • Test the guidelines for Birth Registration in Emergencies in an emergency or protracted emergency context and support country offices who have completed the first phase of the BRiE process.
  • Contribute to UN and CSO reports/submissions/policies related to BRiE best practice.

    Innovation
  • Further develop and test the innovation process developed by the team and published in “Innovations for Birth Registration”.
    Update the “Innovations for Birth Registration” document with the latest case studies, innovations and technologies for birth registration.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Qualifications

  • Master’s degree in relevant area.
  • At least 5 years’ experience in innovation, human-centred design and international project management.
  • Ability to consolidate complex models and theories into concise and intuitive visual representations
  • Experience of using an innovation process to solve complex problems (preferably in a development context)
    Hands-on software development experience
  • Experience in programme design and creation of programme models for use in development and humanitarian contexts.
  • Experience in writing guidelines and publications which are accessible and intuitive
