Plan International Ethiopia is looking for Procurement Coordinator for Emergency and Development for Country Office who will be reporting to the Procurement Manager.

Dimensions of the Role

The Procurement Coordinator will be responsible for ensuring adequate and timely procurement support for the country to implement a wide variety of emergency and development programs which includes timely delivery of supplies and services, managing contracts for procurement/purchasing, market assessments and analysis, supplies costing and supplier prequalification exercise.

The Procurement Coordinate is expected to produce weekly, monthly and quarterly reports on agreed upon KPIs.

S/he will also have a supervisory role for team assigned to him/her.

The Procurement Coordinator will have an exposure to Emergency and Development programs of Plan Ethiopia and need to have qualification for managing this roles.

Accountabilities

  • Conduct all procurement activities in line with Plan International Policies and Procedure, various donor procurement rules and regulations; in close liaison with all stakeholders such as Procurement Manager, requesting department, field team, and procurement committee.
  • Support in the preparation, compilation and progress tracking of Annual and Quarterly Procurement plan in coordination with all stakeholders and reports about progress by working closely with the Procurement Manager, Program Areas and various departments.
  • Responsible for effective procurement management to ensure goods and services are purchased on time to facilitate project implementation while ensuring the organisation receives value for money for assigned procurements.
  • Ensure correct implementations of assigned procurements by prepare bid analysis that has value for money at its heat for Procurement Committee authorizations, prepares quality contracts that reduces the risk of the organization, follow up the timely delivery of items and ensure payments are processed for vendors in a timely manner supported by a complete supporting document with the support of Procurement Officer/ Assistant.
  • Work with the Procurement Manager in conducting supplier prequalification process as well as in maintaining and updating the supplier database to ensure efficiency in the procurement function that adequately serve the needs of the country programme at all levels.
  • Conduct Market assessment and engage with markets and suppliers as needed;
  • Ensures updated price list and standard specifications are available for reference by requesting departments and for easy contribution during procurement plan preparations.
  • Ensure proper filing of all procurement documents as required.
  • Coordinate with Procurement Manager in engaging in project proposal and design including project budgeting as well as providing input to project proposals on key procurement aspects e.g. feasibility of activities materials requirements, activity timelines considering supply timelines, procurement team resource requirements for the project proposal
  • Support the Procurement Manager in the design, implementation and monitoring of procurement operations for projects.
  • Ensure procurement status report is consistently circulated to staff/ requestors; as well as monthly and quarterly reports are submitted to Procurement Manager within the given time frame and against established KPIs.
  • Manage and oversee of large procurement contracts including troubleshooting, negotiation and supplier performance management in coordination with Procurement Manager
  • Support in the importation and custom procedures of overseas procurement in close collaboration with Procurement Manager and Admin Function.
  • Take part and contribute to the identification, assessment capacity building & support, monitoring and
    coordination of staff and partners on the procurement related function
  • Manage and mitigate risk in the procurement function by demonstrating zero tolerance for corruption, fraud, violation of procurement principles and ethics.
  • Performance Management - Manage, motivate, develop and oversee the performance of staff in line the organization’s systems, rules and regulations for HR management including staff evaluation, training and career planning.
  • Develop work plans for the procurement team.
  • Monitor procurement team performance under supervision and take actions when needed so that objectives are met (either continuously or on time when relevant),
  • Creating a positive working environment in which continuous improvement, service- mindedness, transparency and open communications are key values.
  • Supervise and manage performance for procurement staff including, coaching, mentoring and capacity building.
  • Any other duties as directed by the Procurement Manager and Head of Logistics & Admin Department.
