Accountabilities

  • Support the implementation of the project monitoring and evaluation framework and theory of change
  • The job holder is responsible for leading the tracking of WASH and Nutrition indicators in the project M&E framework and theory of change.
  • The job holder will be responsible for developing annual and quarterly monitoring and evaluation plans upon which the project implementation shall be based.
  • The holder will put in place an effective system to monitor the implementation of the project plan and will produce quarterly and annual reports on the status of the monitoring and evaluation framework.
  • Develop a system for regular, timely and efficient real data collection and transmission to the central data base at the Kenya Country Office.

    Data management and knowledge management

  • Responsible for supporting data collection, analysis and utilization within the project and across other projects based on the agreed tools developed and approved by the M&E Manager and the project manager.
  • Facilitate learning and knowledge management within the project.
  • Take a lead role in the project in the collection and processing of real data flow to the central data base system.
  • Develop and maintain an updated database of all completed interventions and periodically carry out meta-analysis of the project information for sharing with donors and project management team.
  • Lead the project in developing at least two case studies annually for publication.
  • Identify and document interventions and initiatives that can be replicated or scaled up.

    Managing monitoring, evaluation & research processes

  • Take a lead role in the coordination of all internal and consultant led monitoring and evaluation and research activities including the conduct of baselines and evaluations for the project.
  • Be a key resource for providing technical backstopping to all monitoring, evaluation and research processes within the project.
  • Support and (where necessary, lead) the development of ToRs for all evaluation and research activities relating to the project.
  • Play a leading role in the review of completed evaluations and researches within the project and ensure that they meet the minimum standards of quality before sending them to the M&E Manager.

    Corporate compliance

  • Ensure that all completed MTRs, evaluations and researches are promptly reported to the M&E Coast hub Coordinator for knowledge management.
  • Ensure that all completed MER reports meet the highest quality and are recommended for sign off by the Area Manager and the Project Manager.

    Capacity development of staff and partners

  • Support and mentor the project staff in their day to day work as and when necessary and strengthen their capacity in basic M&E processes.
  • Support the capacity of implementation partners whenever gaps are identified.

    Dealing with Problems:

  • This position requires a person with good analytical skills and independence of thought.
  • The post holder requires a clear understanding of the strategic direction of the organization and the ability to conceptualize the existing interrelationships, organizational working environment and other emerging trends.
  • This position requires attention to detail in project specific monitoring and interaction with other projects to realize results.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender
  • Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant
  • Implementation Standards and Guidelines as applicable to their
    area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  • The job holder will communicate with both internal and external stakeholders and work closely with the M&E Manager and other M&E colleagues to share lessons, knowledge and experiences

    Technical expertise, skills and knowledge

    Educational Qualification and Experience

  • A Bachelor’s degree in a Health related field, Social Sciences, Statistics or any other related field from a recognized university.
  • At least 3 years’ practical work experience in monitoring & evaluation.
  • Working knowledge of word processing spreadsheets, data entry and analysis packages and databases (Microsoft Packages and SPSS).
  • Sound experience in participatory research methodologies, both quantitative and qualitative.
  • Experience of building the capacity of others around M&E.
  • Commitment to international development and children’s rights.

    Skills specific to the post

  • Experience in program and project monitoring and evaluation.
  • Experience in use of USAID health projects related M&E related systems and applications (JPHES and Trainet) and other programming systems as DHIS – 2 and Performance Monitoring Plan (PMP).
  • Analytical, documentation, innovative and reporting skills.
  • Strong interpersonal and effective communication skills both oral and in writing.
