Job Description

Plan International Ethiopia is looking for Project Officer for Women’s Voice and Leadership Ethiopia Project for Country Office who will be reporting to the Women’s Voice and Leadership Ethiopia Project Lead.

Role Purpose

Plan International Ethiopia is looking for a Project Officer to effectively work as part of a a team of professionals to deliver high quality programming and results for a project titled “Women’s Voice and Leadership - Ethiopia”.

The project will support local women’s (rights) organizations with grants and capacity development to strengthen their operations, programming and sustainability.

It will further support collaboration and collective action to advance gender equality in Ethiopia. The project will be implemented in the four regions of Addis Ababa, Amhara, Oromia, and Southern Nations, Nationalities and Peoples’ Region (SNNPR).

The project started in April 2019, has a duration of five years, and a budget of over $4.5 million EUR.

Dimensions of the Role

The Project Officer is responsible for supporting the delivery of results in line with the project’s objectives and supports program implementation at all stages throughout the project cycle.

S/he is responsible for ensuring the quality of program delivery to keep the project on track and compliant with Global Affairs Canada’s Feminist International Assistance Policy.

S/he will be reporting to the WVL Project Lead and complement the hands-on support provided by the Capacity Building Specialist (CDS) and will closely work with the MEAL officer in collecting and analysing data collection for the purpose of reports and updating the project’s MIS.

S/he will be responsible for providing technical leadership and support in program/project design, planning, budgeting and implementation and reporting processes.

She/he will ensure integration, collaboration, coordination, communication and teamwork, within and across other projects/ programs implemented by Plan International Ethiopia.

This role will also ensure the implementation of Plan’s Child Protection Policy in PIE and focus on feminist principles through gender transformative programming. The position will be based at the Country Office in Addis, Ethiopia with the following responsibilities:

  • Annual plan development, overseeing implementation and monitoring while ensuring quality program delivery of the Women’s Voice and Leadership project in the four program area (Amhara, Addis Ababa, Oromia and SNNPR, networking, developing and strengthening partnerships.

  • National/ regional advocacy and networking, strategic thematic area planning, developing and strengthening partnerships and mainstreaming of feminist approach for gender equality and empowerment of women and girls.

  • Nurturing, developing and facilitating the achievement of results in close collaboration with the Women Organization partners and movements in Ethiopia.

  • Striving for gender equality and empowerment of women and girls with government stakeholders, creating and nurturing partnership and learning the respective organizations and government agencies including, Women, Children, and Youth Affairs.

    Accountabilities

  • Feminist project delivery model: Lead the participatory development and implementation of the project based on feminist values and principles. A strong understanding of participatory and results-based management, and
    technical proficiency in gender equality and empowerment of women and girls.

    The job holder will be responsible for the following but not limited to:

    Leadership

  • Work closely with WOs as per the requirements of the project agreement and established project delivery and performance measurement system. Ensure WVL planning, implementation, monitoring and evaluation processes meet and comply with external accountability requirement and standards.
  • Will be responsible to work across all grant recipients and all four regions of the project implementation to ensure timely, quality, and effective programming.
  • Will be a member of the Project Management Team (PMT), and technical grant advisory committee (TGAC).
  • Closely work with the Women’s Voice and Leadership Project Lead, MEAL Specialist, and Capacity Building Specialist at PIE CO.
  • Ensure the technical soundness, appropriateness, and general quality in all aspects of the project cycle
  • Closely work with the Project Lead and technical granting advisory committee (TGAC) to support the realization of the Women Empowerment Grant (WEG), Flexible Response Funding Mechanism Grant (FRFMs) and influencing and evidence grant IEG to WOs

    Job Requirements

    Technical expertise, skills and knowledge

    Education, qualification, knowledge and experience.

  • Bachelor’s Degree in Social Science, Gender studies, Social work, and other related field with a minimum of 5 years substantial experience of which at least two years’ experience with NGOs.
  • Demonstrated experience of working on gender equality and empowerment of women and girls and advocacy of equality and inclusion.
  • Demonstrated experience and/or knowledge of working with the Federal, regional and local government sectors.
  • Experience with a diverse set of stakeholders at all levels of an organization, including from policy-makers and senior management to local government and CSOs, as well as community leaders and beneficiaries.
  • Knowledge of current international development trends and thinking on programme effectiveness, learning and in Gender Equality programming,
  • Experience in working with women development organizations,
  • Grass-root development management experiences-understanding challenges and opportunities in the communities and field level realities of NGOs are desirable.
