Role Purpose

Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

This role will ensure that all financial transaction of Program Area will captured in the system; all tax related commitments are settled and ready for future reference. He/She will be responsible for all financial transaction including record keeping documentation, reporting and dealing with both internal and external auditing.

The post holder is expected to divulge his/her responsibilities in trustworthiness and integrity and with a clear commitment to Plan’s core values and humanitarian principles.

Dimensions of the Role

The post holder is responsible for all record keeping, reporting and compliance issues of programs/projects funds.

Accountability

Project transactions reviewing and processing

  • Prepare payment voucher, cash receipt, withholding tax voucher for suppliers, purchase order, journal vouchers, and submit the hard copy to be reviewed & approved.

  • Prepare cheque after checking all financial documents are reviewed & approved.

  • Ensure Expenditure coding’s are aligned with donor’s compliance requirement before payments are effected.

  • Conduct monthly PIE transaction review as per the project budget coding and compliance requirement.

  • Keep filling systems in which documents could be readily available, easily traced and ensure that all documents fulfil the appropriate source document.

    Project financial reporting

  • Follow budget versus expenditures and timely reporting for any variance.

  • Prepare and submit Monthly, Quarterly, Semi-annual and Annual Financial report of the project as per the donor reporting time line.

  • Follow up of payables and receivables (15%)

  • Follow up monthly severance and endowment payments are accrued for full time and shared staffs

  • Follow up of timely settlement of cash advance to the project and report if there is any delay;

    Other

  • Prepare and update Project Asset register both for PA and Partners.

  • Facilitate Donor /NO and Auditor Visit based on the schedule from each party.

  • Follow up monthly time sheet is prepared by full time and shared staffs

  • Perform any other additional duties assigned by
    his/her immediate supervisor.

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Dealing with Problems:

    The post holder will engage in various PA and sub-office transactions processing coming from programme coordinators/officers and this needs strong knowledge of case management and how to prioritize the same.

    Key relationships

  • High level of communication with Program Coordinators/officers, Grant Finance coordinator at Country office and Program Area Manager.

    Job Requirements

    Technical expertise, skills and knowledge

    Essential

  • A minimum of BA degree in Accounting/Business Management with five years of practical experience in similar organization.

  • Basic knowledge of Finance role

  • High level of communication both written and oral.

  • Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.

  • Excellent oral and written communication skills in English

    Desirable

  • Grant management and reporting skill;

  • High level facilitation skill;

  • Knowledge in bank correspondence and mode of payments;

  • Supervisory skill and high level of integrity;

  • Be loyal to organization procedures;

  • Dependable and accurate in all reports
