Plan International Consultant for Formative Research Jobs in Nigeria; The consultancy will assess and generate formative insights on the role and effectiveness of ABEP in improving educational access and foundational skills for out-of-school children in Sokoto, Kano, and Jigawa States. The consultant will produce a policy brief synthesising findings, lessons learned, and actionable recommendations for policymakers and stakeholders.

Objectives

  • Examine how ABEP reduces barriers for out-of-school children to enrol and remain in education.

  • Assess the extent to which ABEP learners acquire foundational literacy and numeracy skills.

  • Investigate qualitative aspects of ABEP delivery (teaching quality, curriculum adaptation, learning environment, child protection).

  • Document best practices, innovations, and community engagement approaches.

  • Solicit views of learners, parents, facilitators, community leaders, and education officials.

  • Recommend practical measures to strengthen ABEP’s design and implementation.

  • Develop a policy brief to inform policy dialogue and future programming.

    Key Research Questions

  • Who are the children being reached by ABEP, and what barriers did they face before enrolment?

  • How effectively is
    ABEP targeting excluded groups (girls, children with disabilities, conflict-affected children)?

  • How has ABEP enrolment and attendance affected access to education?

  • To what extent are learners achieving foundational literacy and numeracy skills?

  • What is the quality of teaching and learning in ABEP centres?

  • How do parents, community leaders, and formal school teachers perceive ABEP?

  • What challenges and enabling factors influence ABEP’s success?

  • How can ABEP be strengthened or scaled up?

    Scope of Work

  • Research across 12 LGAs in Kano, Jigawa, and Sokoto States.

  • Target population: out-of-school children aged 10–18 enrolled in ABEP Levels 1–3.

  • Special focus on girls (approx. 60% of target), children with disabilities, and marginalised groups.

  • Parents/caregivers of ABEP learners.

  • ABEP facilitators and education stakeholders.

  • Community leaders and structures.

  • Government education officials.
