PhD studies for 2013 in a Quota Scheme Programme in Agriculture

I am continuing MSc student in Crop Science at Sokoine University of Agriculture, Morogoro, Tanzania, and I shall complete my research work in September 2012, am I allowed to apply for PhD studies now in aQuota Scheme Programme?
