PhD in International Affairs Scholarships

I am an International student from The Gambia studying in the United States. I am about to graduate with Master's degree in Political Science and interested in pursuing a PhD program in international affairs, preferably from a European University. I am wondering if your institution still provides funding to PhD programs for international students.
