Phd in Development Studies

I am a holder of Master's Degree in Development Studies from National University of Rwanda. I need to be a full student in Phd program. Is there a Scholarship resolved in this matter so that I can be granted and finish my Phd Program in Development Studies? If so, where (in which University) I can find an admission?
