The Key Program

  • This mandate is part of the Voluntary Cooperation Program Skills, Leadership, Education(CLÉ Program), an initiative implemented by a consortium made up of the Paul Gérin-Lajoie Foundation, Éducation internationale and the Fédération des cégeps. Funded by Global Affairs Canada (GAC), the KEY Program started in 2020 and will run until 2027 in six countries (Benin, Cameroon, Guinea, Rwanda, Senegal and Togo).

  • The program aims to increase the economic and social well-being of the most marginalized and vulnerable populations – especially girls and women – by improving the quality of basic, secondary and vocational education. and technical (TVET). To do this, the CLÉ Program intends to build the capacities of some forty partners in the implementation of quality educational initiatives and services that are more inclusive,

    Description of the Mandate

  • A mandate for a volunteer cooperating person in organizational development is to be filled in Rwanda (Kigali).

  • Partners in the education sector are at the heart of the CLÉ Program. In Rwanda, the partners represent a public institution in charge of education and training, civil society organizations and training institutions.

  • To improve their performance, the program plans to build their capacities based on the needs that have been jointly identified as part of an organizational diagnosis. These needs will be prioritized and planned in a capacity building plan on the basis of which will be defined the mandates of volunteer cooperators who will support the partners. It is in this context that a mandate for a volunteer cooperant in organizational development is to be filled in Kigali, Rwanda.

  • The volunteer cooperating person will also provide, if necessary, specific support to certain partner organizations for which capacity building needs for the development of management and governance tools and/or procedures have
    been identified.

  • Depending on the needs and without being limited to what is mentioned, the voluntary cooperating person will have to assume the following responsibilities:

    ● Support partners in the development of their capacity building plans;

    ● In collaboration with the consortium team and the partners, participate in the definition and drafting of the mandates of volunteer cooperating persons;

    ● As needed, support partners in resource mobilization initiatives;

    ● If necessary, support partners in the development and/or revision of management and governance tools and procedures for their organization (eg strategic development plan, management procedures manual, etc.)

    Required Skills

    ● Hold a degree in administration, social sciences, or any other equivalent degree;

    ● Demonstrate experience in organizational development, creation of tools, guides and/or management and/or governance procedures;

    ● Have experience in resource mobilization (an asset);

    ● Have experience in capacity building/support for organizations (ministries, civil society organizations) (an asset);

    ● Knowledge in the fields of education and/or training (an asset);

    ● Have good oral, written and interpersonal communication skills;

    ● French and English (spoken, read, written)

    Eligibility Criteria

    ● Be a Canadian citizen, permanent resident of Canada or a national of an eligible country , other than that of the country of assignment (essential);

    ● For people outside the country of assignment, be able to present official proof of full vaccination against COVID-19 with a vaccine recognized by the World Health Organization (essential);

    ● Successfully complete the criminal record analysis procedures;

    ● Meet the criteria to complete the visa procedures in order to reside and work in the country of intervention;

    ● Be in good physical and mental health and be able to work in difficult conditions (supporting medical examination report).
