Job Description

Position Summary

The main tasks of the Safeguarding (SG) and Feedback and Response Mechanism ( FRM) Officer are to support effective implementation of the PIN key policies:

  • Code of Conduct,
  • Conflict of Interest Policy,
  • Child Protection and Safeguarding Policy,
  • Feedback and Response Mechanism policy,
  • Anti-corruption policy, Risk Management Policy and other key PIN policies;
  • provide advice, capacity building and support to PIN and partner staff to enable them to proactively identify and mitigate safeguarding risks;
  • ensure that safeguarding measures are built in PIN systems and programming;
  • ensure that reported safeguarding and other concerns are followed up safely and efficiently.

    Reporting Relations & Interdependencies with Other Functions
    The SG and FRM Officer reports to the Country Director.

    SG and FRM Officer cooperates closely with other members of country program and has a very close link to CP Management, HR, Procurement, Finance and M&E units/functions and Program teams ; furthermore, he/she cooperates with HQ safeguarding officer, HQ Safeguarding Task Force and HQ Compliance unit.

    SG/ FRM Capacity development
  • Deliver safeguarding (SG) and FRM induction and refresher training as appropriate

  • Deliver SG/FRM training to enable PIN and partners staff with key responsibilities to undertake their roles and mainstream SG functions

  • Provide guidance for the local PIN partners on SG

  • Provide on-going mentoring and support to PIN and partner staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks

  • Build the capacity of the SG focal persons especially in receiving and recording reports

  • Develop capacity of HR to ensure safe recruitment

  • Take part in development/update/review and effective usage of SG training materials and tools

  • Develop child safe guarding and FRM messages for various groups of stakeholders and facilitate publication Facilitate regular opportunities to discuss concerns about practice within teams to help develop a safe working environment and an open and supportive management culture

  • Ensure issuing and dissemination of SG materials (policies printouts, SG visibility materials, etc.)

  • Actively participates in internal as well as external trainings and cascade these trainings internally

  • Monitor donors SG requirements and ensure these are followed by the CP

    SG/FRM Procedures and systems
  • Monitor the overall implementation of the SG/ FRM policies and tools throughout the country program

  • Identify and utilize opportunities to integrate SG approaches into all aspects of PIN work

  • Answer/Listen, process and respond to complaints and guide beneficiaries that seek help through PIN hotlines and other FRMs.

  • Ensure that the SG/ FRM mechanisms are in place and are subject to regular monitoring/review

  • Ensure SG concerns are reported effectively in line with the FRM Whistleblowing policies and Investigation guidelines, act as
    the country program referral point

  • Ensure that concerns are followed up safely and effectively in line with the Investigation guidelines, including victim(s)/survivor(s) support and safety

  • Enter all complaints and feedback in the database and keep up to date records to generate reports anytime.

  • Compile SG and FRM cases, report it to the CD (RDD management, if relevant), fill in investigation logbook

  • Update country program Risk Register with safeguarding issues

  • Review and strengthen SG systems, risk assessments

  • Conduct risk assessment of sectors, projects and partners in collaboration with respective contacts and focal points of the country program.

  • Fill the SG checklist at least once a year and review progress related to problematic parts at least

  • Coordinate with the M&E team in the CP in the evaluation of processes for the compliance of indicators of safe programming.

  • Work closely with Human Resource Department to ensure all representatives and new recruits are given appropriate and adequate Child Safeguarding Policy induction prior to being sent to the field.

    Audits

    In close cooperation with the HQ SG Officer, HQ Compliance unit (for external audits) or PIN Internal Auditor (for internal audits):

  • Participate in internal as well as external audits as a country program referral point for SG

  • Ensure implementation of PIN policies review/updates

  • Participate in Corrective Action Plan preparation and implementation at country program level (if applicable)

    Other
  • Participate in relevant internal and external meetings and SG platforms

    Job Requirements

  • A University degree in social work, psychology, social psychology, gender studies or relevant social science field, at least Five years’ experience or Master’s degree and 3 years’ experience in capacity building in child safeguarding, and feedback and response mechanism.

  • Experience in child protection/child safeguarding practice; including work with vulnerable children and managing issues.

  • Strong understanding of HAP, Do No Harm and other relevant global standards

  • In depth understanding of children’s issues in Ethiopia, demonstrable commitment to Children’s Rights, coordinated care, case management and, child development processes and practices;

  • Experience on assisting on development of local procedure, manual, guidance on child safeguarding and feedback and response mechanisms

  • Experience on facilitation and coordination of training and workshop.

  • Excellent communication skills and experience in conducting assessment, monitoring and report writing.

  • Practical experience in the participation of children on the intervention of program activities.

  • Good data management, data analysis skills;

  • Ability to communicate complete and sensitive information to a wide and diverse audience

  • Ability to foster and maintain strategic alliances across multiple stakeholders;

  • Ethical, focused on treating complainants/ community fairly and culturally sensitive

  • Sound analytical and conceptual skills
