People in Need Head of Operations Jobs in Ethiopia



The Head of Operations (HoO) is a member of the country programme senior management team (together with the Country Director, Head of Programmes, and Head of Finance) and shares responsibility for the effective and efficient delivery of People in Need’s (PIN) country programme.

  • The HoO manages and improves the support systems and operations required to achieve this objective, comprising Logistics and Procurement. The role ensures an enabling environment for programme implementation while maintaining operations and systems that meet accountability requirements of PIN and its donors.

    Responsibilities

    Strategic Leadership:

  • Assist the Country Director in management of the country programme and participate in senior management meetings and decision-making processes

  • Ensure systems and operations support the programme strategy and comply with donor and PIN rules

  • Represent PIN towards local authorities, donors, partners, and other stakeholders

  • Ensure adequate staffing of supervised departments for efficient programme delivery

  • Promote team spirit, respect, transparency, and openness

    Logistics:
  • Manage the Logistics team, ensuring sufficient capacity and continuous capacity building

  • Implement and strengthen oversight systems to prevent corruption

  • Oversee logistics budgets and contribute to planning needs for new projects

  • Ensure effective and efficient use of funds and provide commentary to the Country Management Team

  • Supervise asset registry, inventory control, and yearly inventories

  • Ensure efficient fleet planning and cost monitoring tools are in place and used

    Procurement:

  • Manage the Procurement team, ensuring sufficient capacity and continuous capacity building

  • Ensure CP Procurement Guidelines are updated and respected

  • Oversee and implement procurement systems in line with donor and PIN guidelines, mitigating corruption risks

  • Audit procurement processes regularly to highlight flaws and pressures

  • Provide training and guidance to programme staff on procurement rules and regulations

  • Ensure Annual Procurement Plans are in place and updated

  • Ensure timely procurement of goods and services in a safe, cost-effective manner through good planning

    External and Internal Compliance:

  • Ensure all taxes are paid in line with national regulations and apply
    exemptions when possible

  • Ensure permits, licences, and registrations are managed as required

  • Ensure contract templates are up to date and properly used

  • Conduct regular checks on archiving of procurement and logistics documents

  • Ensure donor conditions and requirements in logistics and procurement are respected

  • Act as communication channel with donors on compliance matters

    Finance:
  • Together with HoF, prepare and monitor the operational budget

  • Provide inputs for logistics and capacity building costs during new budget design

  • Provide finance with supporting data for shared costs allocation

    Qualifications

  • Education in business, procurement, logistics, or similar study programmes

  • Communicative level of English (minimum active B2)

  • Experience managing support functions (logistics, procurement) within a complex country programme

  • Experience in humanitarian or development sectors across multiple countries and cultures

  • Ability to participate in senior management teams, contributing to strategic planning and decision-making

  • Experience building and developing capacity of local and international staff

  • Knowledge of logistics and procurement systems, ensuring compliance with donor regulations and PIN guidelines while mitigating corruption risks

  • Competence in budget planning, monitoring operational expenses, and supporting finance teams in cost-effective allocation of funds

  • Experience addressing operational challenges in complex and rapidly changing environments, including conflict and emergency contexts

  • Ability to promote team cohesion, respect, transparency, and collaboration among diverse staff

  • Understanding of the local context is an advantage
