People in Need Head of Finance Jobs in Ethiopia; At country programme level, the Head of Finance (HoF) is the line manager of the Accounting Unit Manager and Partnership Coordinator. The HoF also works closely with the Head of Operations (HoO), Deputy Country Director (DCD), Head of Programmes (HoP), and Programme Managers.
At headquarters level, apart from the RHoSO, her/his primary counterparts at the technical level are the Accounting and Finance Coordinators for Ethiopia.
Responsibilities
General:
Manage the Finance and Accounting national team, ensuring sufficient capacity and continuous capacity building based on personal development plans
Ensure systems support the implementation of the Country Strategy and that procedures and regulations are implemented transparently and in compliance with donors’ and PIN rules
Ensure key support policies are continuously updated and adjusted to the context
Finance Management:
Ensure relevant country programme financial and administrative procedures are in place and respected
Oversee financial and administrative systems (ELO, Navision) and ensure proper use across the programme
Guarantee financial requirements are met in all sectors, including budgeting, reporting, and accounting
Ensure functional communication between Finance and other departments, focusing on budget management
Draw and update overall operational budget, Coverage table, and supervise Ethiopia annual budget
Optimize financial resource allocation, monitor operations costs, and notify HQ of misbalances
Prepare financial and economic overviews and interpret economic data for programme management teams
Support programme teams in developing budgets for new proposals and build capacity in budget preparation
Supervise financial data completeness and correctness before reporting, and check donor reports before submission
Supervise financial aspects of partner selection, agreements, capacity building, and reporting
Approve contracts and invoices above certain limits in ELO, certify internet banking payments, and supervise cash flow planning
Accounting:
Establish sufficient capacities to guarantee accounting data quality
Ensure all accounting data are correctly inserted and synchronized between national and PIN accounting software
Regularly check that all taxes are paid in line with national regulations and apply tax exemptions when possible
Supervise year-end closing procedures and local statutory audits
Human Resources & Capacity Development:
Ensure adequate finance
team size and composition
Manage team in compliance with PIN RDD HR procedures (recruitment, induction, evaluation, etc.)
Develop team capacity, focusing on Finance Unit Coordinator
Establish induction systems for staff in finance/compliance procedures
Ensure contract termination procedures are followed properly
Participate in investigations related to breaches of PIN Code of Conduct or disciplinary issues
External and Internal Compliance:
Ensure compliance with internal procedures, donors’ rules, and country-specific regulations
Set up financial and administrative systems compliant with requirements and ensure staff adherence
Provide support to programme members on donors’ financial/administrative regulations
Act as communication channel with donors on finance and compliance matters
Documents Circulation and Archiving:
Ensure quality and completeness of all Ethiopia financial documentation in physical and electronic form
Conduct regular checks on proper archiving of accounting and finance documentation
Qualifications
Education in business, management, accounting, or similar study programmes
Communicative level of English (minimum active B2)
Experience in team management and supervision within a complex country programme
Experience working in humanitarian and/or development organizations, with knowledge of donor compliance (ECHO and UN experience an asset)
Experience in building and developing capacity of local and international staff
IT literacy, advanced knowledge of MS Excel
Competence in budget planning, monitoring expenses, and supporting departments in cost-effective allocation of funds
Experience addressing operational challenges in complex and rapidly changing environments, including conflict and emergency contexts
Ability to promote team cohesion, respect, transparency, and collaboration among diverse staff
Understanding of the local context is an advantage
