Job Purpose
Provide strategic leadership to ensure quality, relevance, compliance, and sustainable impact of PIN’s programmes.
Represent PIN externally with donors, authorities, and partners, cultivating strategic relationships and contributing to policy dialogue.
Support the Country Director in compliance with PIN values, policies, and Relief and Development Department (RDD) strategy.
Act as legal representative in the absence of the Country Director.
Main Duties & Responsibilities
Strategic Leadership
Lead formulation and implementation of country strategy in line with RDD.
Ensure medium‑ and short‑term plans agreed with HQ are implemented.
Diversify financial resources and lead proposal development.
Initiate new programmes and interventions aligned with country strategy.
Coordinate development and emergency teams for nexus approaches.
Provide leadership on locally led action and civil society strengthening.
Lead MEAL development, CFRM mechanisms, and safeguarding mainstreaming.
Report programme performance to HQ.
Representation & External Relations
Represent PIN with donors, partners, embassies, and authorities.
Network and develop partnerships with stakeholders, including Alliance 2015.
Support visibility and external communication of PIN brand.
Human Resources & Capacity Development
Promote team spirit, respect, transparency, and openness.
Ensure staff compliance with PIN policies and Code of Conduct.
Recruit key programme positions and contribute to HQ recruitment.
Provide feedback and support to senior staff.
Quality & Risk Management
Ensure alignment with national policies and international standards.
Promote information sharing and coordination within Programme Unit.
Foster a culture of learning and innovation.
Facilitate timely reporting via PIN platforms.
Engage with Regional team and HQ PSI unit to strengthen programme quality.
Safety & Security
Ensure maximum safety and security of staff and beneficiaries.
Balance accepted risk levels with programme urgency.
Main
Requirements
Relevant experience in development/emergency sector and people management in expatriate positions.
Solid leadership and staff management skills with diverse teams.
Regional experience and understanding of local dynamics preferable.
Proven international experience in team/security management, fundraising, project development, and donor liaison.
Minimum 5 years’ relevant experience with excellent English.
Reliable, systematic, dynamic, and result‑oriented profile.
Strong analytical skills.
University degree in relevant field.
PIN Offers
Standard 40‑hour work week.
Salary: 2,559 – 3,114 USD (depending on experience).
Per diems for work outside duty station.
