  • PEACE CORPS/Uganda’s is a government organization that places American volunteers with organizations throughout Uganda in the fields of education, community health, and agribusiness and community and economic development.

  • While Peace Corps Volunteers are in Uganda, their health needs are met by a team of 5 Ugandan health care professionals in combinations with local resources.

  • In the course of several years, the Medical Office has become inadequate for our purpose. Peace Corps wishes to expand and extend the current office over an existing area that is functionally in use as a Motorpool coordination and office space.

  • In addition, the existing office will be remodeled and repurposed to be used more effectively.

    General Responsibilities

  • Serve as quality control officer on project activities; ensuring designs are prepared and
    plans are executed in accordance with the highest standards.

  • Ensure procurement and contracting processes are completed in accordance with PEACE CORPS and USG specifications and with Ugandan regulations.

  • Review project specifications, acquire all permits for the work to be completed, oversee
    construction work, and ensure structural integrity is maintained. Certify that the
    construction has been carried out to the integrity of the designed specifications.

  • Plan, organize and prioritize work to support timely completion of projects.

  • Coordinate and liaise with a variety of internal stakeholders. Provide regular updates on project progress.

  • Ensure regular monitoring and oversight of vendors. Identify and trouble-shoot issues that arise, and recommend strategies to address problems.

  • Travel frequently to the Medical Office to monitor the effectiveness and progress of
    activities.

  • Review progress against contractual milestones and targets. Ensure projects are running on schedule and on budget. Identify and correct deficiencies in a timely manner.

  • Coordinate with the Financial Management Office to review vendor invoices and ensure
    that payments are made in a timely manner.

  • Report on project progress to a variety of internal stakeholders.

    Specific Tasks

  • Participate in a project implementation meeting with various internal stakeholders to
    establish priorities and project timeline to completion.

  • Identify required vendors not already under contract to support the completion of the
    Medical Office.

  • Ensure all permits for expansion have been obtained and are compliant with local
    Ugandan construction requirements.

  • Coordinate and oversee all current and anticipated construction-related vendor contracts to ensure quality completion of the Medical Office is on-time and within
    budget.

  • Participate in bi-weekly progress reporting and monitoring meetings.

  • Prepare and submit project compliance reports either monthly or at the completion of a major project milestone.

  • Certify that the final building meets structural integrity and is built according to the architectural designs provided. Ensure as-built drawings are finalized to incorporate any
    changes of scope that occurred.

  • Prepare and submit final report following project completion.

    Requirements and Selection Criteria

    Education

  • A Bachelor’s degree from an accredited university in engineering, construction
    management, architectural design, or other related field. Structural engineering experience preferred.

    Prior Work Experience

  • At least ten years progressively responsible experience in the field of construction project management, including experience with planning, organizing and executing a variety of construction-related tasks simultaneously.

  • Must have experience with Ugandan permitting processes and final certifications of completed buildings.

  • Must have experience with U.S. construction standards and safety practices, and with US
    Government regulations related to procurement and construction.

  • Must have experience managing construction projects overseas or in a developing country
    context.
