Program Overview

TRANSFORM/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP).

TRANSFORM/PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region).

This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions.

TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.

Duties and Responsibilities

  • Maintains bin card, stock cards, store receiving voucher, for all line items in the warehouse and updates on receipt or issue.

  • Prepares store receiving voucher for all items received by the store. Counts and checks that items received by the store are in line with the specification and requisition authorized by the Logistics & Procurement Manager.

  • Prepares and monitors store issue voucher for all items issued by the store and makes the recipient signs on the issue vouchers to secure acknowledgement of receipts and prepare monthly report.

  • Dispatches contraceptives and other supplies to different organizations based on distribution list and upon approval of the Logistics & Procurement Manager.

  • Makes sure that receipts
    & dispatches are made using the documents provided by the Ministry of Health and Pathfinder International/Ethiopia.

  • Ascertains that the items in the store are covered under appropriate insurance policy.

  • Makes sure that all contraceptives, stationery and other supplies are stacked/arranged in an orderly manner that they are not exposed to any damage.

  • Ensures that the store has security facilities, all the times are locked with strong, dependable and safe locker.

  • Ensures that safety mechanisms are applied and installed in the warehouse.

  • Ensures that the warehouse is free from rodent, insects, water leakage and other damaging causes.

  • Ensures that Goods Receiving Notes should always be matched with the supplier’s invoice and requisitions.

  • Expired, obsolete, damage, discrepancies or shortage should be reported to Logistics Officer with recommended action.

  • Facilitates the inventory committee at the end of the Fiscal Year while conducting the physical count of the store items and acknowledges the accuracy of the count by signing the inventory sheet.

  • Assists the Logistics and Procurement Manager in all matters related to store and clearance of imported consignments.

  • Undertakes the full responsibility of all store managements and act on behalf of the Assistant Logistics Officer in the event where he is absent.

  • Maintains the integrity and confidentiality of all Pathfinder’s records and information entrusted to him at all times.

  • Perform any other duties assigned to him from time to time.

    Job Requirements

  • BA Degree in Supplies Management, Accounting, Business Administration or related fields.

  • Must have at least of five years’ work experience for Diploma graduate and two years’ work experience for Degree graduates.

  • Must have good writing and communications skills both in Amharic and English.

  • Ability to work cooperatively with staff from diverse cultures.

  • Basic Microsoft Office application package experience.

  • Must demonstrate strong interest and commitment to family planning and maternal and child health services and the eradication of harmful traditional practices.

  • Must have demonstrable personal integrity and honesty with pleasant personality.

  • Excellent written and interpersonal communication skills.

  • Demonstrates adaptability and flexibility in all aspects of work.

  • Able to work with minimum supervision and under pressure.
