We implement high-impact, evidence-based, sustainable programs to support those most at risk.

PATH is looking for a Technical Advisor, Research and Evaluation for the USAID-funded “National assessment to COVID-19 response in Ethiopia: Experiences, lessons, and future directions”. The project will conduct a national assessment and document the country’s COVID-19 response and provide recommendations how Ethiopia should continue addressing the current pandemic and better prepare for a similar pandemic in the future.

The Technical Advisor, Research and Evaluation is responsible for coordinating the assessment activities at all levels. The Research and Evaluation advisor will report to the principal investigator based in Addis Ababa.

S/he will serve as primary contact for the data collection team or a research firm that will be engaged for this work. S/he will coordinate all assessment activities including development of protocols, tools, data collection training materials, ensuring data quality, synthesis, analysis, and report writing and ensure milestones and deliverables are met on time.

The position is based in Addis Ababa, Ethiopia.

Key Duties and Responsibilities

  • Coordinate and facilitate development of assessment protocol and designing/adapting tools, data collection, and analysis.

  • Closely work with the data analyst on data management and documentation

  • Closely work with the principal investigator and research team to identify data collection levels and sites in consultation with FMOH, RHBs and partners

  • Participate in the selection and hiring of data collectors or private firm for the assessment

  • Coordinate to get IRB approval from EPHI and support letters from the FMOH to RHBs and partners and sector offices and facilitate permissions from each level

  • Work with the data analyst to design appropriate database and electronic study tools such as ODK programmer

  • Coordinate and schedule key informant interview and stakeholder engagement meetings

  • Develop the logistics plan / detailed data collection plan and timeline for data collectors and
    supervisors to have a detailed data collection plan at each level

  • Coordinate on resources needed for training and transportation of data collectors to the study sites and make sure logistical arrangements are finalized before the start of the training of data collectors

  • Detect bottlenecks/delays as early as possible in deliverables/milestones and communicate early and clearly to principal investigator and help identify solutions to rectify identified issues

  • During data collection period, coordinate the data collection process to ensure timely completion of the data collection activities

  • Serve as the primary contact for the data collectors and coordinate and resolve any logistics related issues during data collection and provide support as needed to keep activities on track.

  • Coordinate and facilitate data analysis, synthesis and report writing with country and HQ team

  • Coordinate workshops including stakeholder engagement and analysis, participatory validation dissemination workshops.

  • Travel to data collection sites as required to supervise data collection activities

    Required Experience

  • MPH/MSc or PhD in Public Health, health science, social and behavioral sciences, or other relevant fields.

  • Minimum Fifteen (15) years’ experience with experience in health and immunization and programs.

  • Hands-on experiences on mixed research methods,

  • In-depth knowledge and skill in qualitative data analysis and integration analysis

  • Experience on scientific paper writing and published in accredited journal

  • Hands-on experience in designing, planning, implementing, and evaluating programs, and intervention strategies in various settings.

  • Experience in facilitating meetings and moderating complex discussions with a variety of stakeholders including local NGOs, institutions, and governmental sector offices.

  • Experience with project management and tracking deliverables on time

  • Experience coordinating research activities and data collection

  • Proven ability to create and maintain effective working relationships with government, partners, donors, and international organizations at various levels

  • Demonstrated ability to work in a multi-region, team-based organizational structure.

  • Demonstrated skills in writing reports and presentations for FMOH, stakeholders, and non-technical audiences

  • Ability to be effective in high-pressure situations, set priorities, and work under minimal/remote supervision

  • Sub-regional data collection/research experience in Ethiopia preferred

  • Proficiency in Microsoft Word, Excel, PowerPoint and other information processing software and databases including ODK, SPSS, Stata, epinfo, atlas ti, etc.

  • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams

  • Excellent analytical, written, and oral communication skills
