Job Description

  • The Malaria and Neglected Tropical Diseases program, as a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, supports national programs, and builds evidence and data to empower national governments to pursue malaria elimination.

  • PATH’s Malaria Portfolio is seeking a senior advisor who is an expert on using digital tools in malaria, disease surveillance, health information systems development, and health sector digitalization to help PATH envision and realize the future of malaria prevention, care and elimination in the digital age.

    Responsibilities:

  • Leverage understanding of data and digital health landscape – both open source software solutions (see the Digital Square Global Goods Guidebook for PATH’s supported global goods) and commercially licensed tools and technologies available in the private market – to support national malaria, NTD, and other disease surveillance programs to identify and implement innovative digitally-enabled approaches and interventions for malaria

  • Lead the development of collaborative, integrated digitally-enabled approaches for countries with diverse malaria stakeholders at the global, regional, and country levels (e.g. improving community use of tools, improving data integration within existing tools)

  • Support partners and malaria programs with the development of digital and data governance, data sharing and data privacy and security standards that help ensure the safety of providers and clients alike

  • Support country Ministries of Health and malaria programs with the development of geo-registries and improving geographical data for improving data visualization and decision-making

  • Advise country-based teams on the implementation of technology platforms for the collection, analysis, and visualization of key malaria indicators to facilitate data-led decisions and actions for malaria programming

  • Facilitate and inform strategy discussions for digitalization in the malaria space with donors and internally at PATH; translate existing donor strategies for health in the digital age into program design and evaluation

  • Connect digital activities within PATH’s programs (both
    in malaria and beyond malaria) to leverage lessons learned, translate global and country-level standards, and support implementation of digital health programs.

  • Link PATH Malaria’s digital health activities to broader global digital health investments within PATH (e.g. Digital Square) and among donors.

  • Design partnerships for data and digital health within malaria to support existing and upcoming PATH malaria programs.

  • Support the development of proposals for additional resources to enable further digital transformation priorities.

  • Represent PATH’s malaria and digital experience and capabilities internally and externally (e.g. donors, malaria community, in-country stakeholders).

  • Supervise and mentor junior technical staff members.

    Required Experience

  • Advanced university degree in public health, health information systems, computer science, or related field

  • A minimum of 10 years of experience designing and implementing digital health programs, including demonstrated experience working with programs and stakeholders in endemic country contexts

  • Advanced technical knowledge of malaria, including existing digital tools, landscape, strategies, and donor priorities

  • Experience with broad range of digital health tools – including both open-source software solutions (e.g. DHIS2, OpenSRP, Medic’s Community Health Toolkit) and commercial tools (e.g. Tableau)

  • Demonstrably strong digital system design and architecture skills including analytical skills, enterprise architecture, IT architecture and systems analysis, and excellent deductive and inductive reasoning

  • Experience in systems integration and implementation as well as preference for ability to understand and engage with technical and software teams (exposure and ability to work within modern development patterns such as agile etc.)

  • Experience with international health interoperability patterns and architectures such as OpenHIE as well as standards, standards profiles and Standards Developing Organizations such as IHE, HL7 (FHIR), ICD-11, LOINC etc.

  • Experience with one or more of the following: data storage and management, geographic information systems design, data visualization, business process analysis, and modeling as well as experience with health information systems currently in use in the global health and development landscape (e.g., EMR, LIS, HRIS, DHIS2)

  • Ability to work on multiple projects simultaneously and also have the flexibility of working both collaboratively and independently in a multidisciplinary project environment.

  • Ability to multi-task and effectively prioritize work and projects.

  • Ability to work as a member of multidisciplinary teams.

  • Ability to travel up to 40% percent.

  • Fluency in English and French preferred.

  • Must have legal authorization to work in the PATH country office location.
