Job Description

PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

The Center of Digital and Data Excellence (CoDE) at PATH works with government ministries of health, the private sector, and donors to strengthen the use of digital technologies and data for improved health services. Digital Square is one of CoDE’s flagship global initiatives.

It is PATH-led and funded by multiple donors, including the United States Agency for International Development (USAID) and the Bill & Melinda Gates Foundation, to advance digitally enabled health services to help close the health equity gap.

Conceived from the lessons of the inefficiencies and redundancies of prior investments in digital technologies for international development, Digital Square works with ministries of health to align adaptable, interoperable digital technologies with local health needs and brings partners together to improve how the global community designs, uses, and pays for digital health tools and approaches.

PATH is currently recruiting for a Program Manager for its Digital Square team. The Program Manager will oversee, evaluate, and support the growth of Digital Square’s portfolio of donor-funded digital health capacity strengthening projects. S/he will provide work with donors, governments, and partners on all aspects of program delivery.

Additionally, the Program Manager will support the development, use, and iteration of key toolkits, guidance documents, and other knowledge products to support the standardization and dissemination of best practices to be used internally and externally in support of digital health implementations. S/he will report to the Deputy Director, Capacity Strengthening & Program Implementation.

Key Responsibilities

Digital Health Capacity Strengthening

  • Collaborate with Digital Square team, partners, and subject-matter experts on scoping, design, implementation, and monitoring and evaluation of digital health capacity strengthening programs, applying best practices and relevant design principles.

  • In partnership with Digital Square team, develop content and manage the delivery of specific digital health capacity strengthening interventions, such as trainings, ensuring content is accurate, instructionally sound, and meets objectives.

  • Develop high quality training materials and guidance documents for partners and internal team based on digital health needs.

  • Advise and provide feedback to internal project teams on digital health capacity building approaches and opportunities.

    Digital Square Toolkit Development

  • Work with Digital Square leadership, program, and technical teams to identify key methodologies and processes to codify in standard Digital Square toolkits.

  • Develop or manage development of guidance documents, toolkits, and handbooks corresponding to identified needs, to be used by Digital Square and partners to ensure fidelity in approaches.

  • In collaboration with program and technical teams, identify, collect, curate, and adapt evidence and best-practices into Digital Square guidance.

  • Manage
    the iterative life cycle of toolkits and other products to Digital Square team and partners, including dissemination and updates.

    Program Management & Other Duties

  • Manage Digital Square’s portfolio of capacity strengthening subawards, tracking deliverables and financial targets and providing inputs to the budget revision and financial report process.

  • Prepare, review, and/or edit annual work plans, progress reports, and other required deliverables.

  • Ensure high-quality implementation of programs through monitoring progress of activities against planned achievements, outcomes and impact; evaluating the continued relevance and appropriateness.

  • Manage program risk, updating the Deputy Director on key concerns and/or referring high risk or complex issues as appropriate. Work with partners to resolve issues that arise during the project life cycle.

  • Represent Digital Square at meetings, conferences and workshops, or technical working groups as needed.

  • Build and maintain strong relationships with Digital Square partners, donors, and relevant advisory partners.

  • Participate in, coordinate and/or lead program development and proposal preparation efforts, grant reports, scopes of work, donor meetings and other donor and grant related activities as needed.

  • Ensure appropriate mainstreaming of cross-cutting themes and principles such as gender equity, etc.

    Required Experience

  • Bachelors degree in public health, global health, health informatics, or other field relevant to digital health capacity strengthening required. Masters degree preferred, or relevant combination of education and work experience.

  • Seven (7) years in the global or public health sector with at least 4 years’ relevant experience in digital health.

  • Three (3) years’ experience in capacity strengthening initiatives.

  • Knowledgeable of the digital health enabling environment and approaches to capacity strengthening.

  • Experience managing donor-funded projects required; experience managing USAID-funded projects preferred.

  • Demonstrated experience in developing and delivering formal and non-formal training or capacity strengthening programming, in person and virtually.

  • Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience. Proficiency in French a plus.

  • Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance. Ability to work in team environment with minimal supervision.

  • Proven record or coordinating and interacting with donors, ministries of health, multi-laterals, NGO partners, and other actors in the digital health ecosystem.

  • Proven ability to take initiative, learn quickly, anticipate needs and challenges, and find solutions.
