HIV Service Delivery Support Activity (HSDSA) Cluster 1 is a USAID funded project covering Homa Bay, Kisumu, Migori, Kisii and Nyamira counties. The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets.


We seek to recruit a Monitoring and Evaluation Specialist who will lead the design and implementation of the project monitoring and evaluation framework as well as the project information system, Develop and manage the Project‘s Performance Monitoring Plan (PMP) in collaboration with project staff and partners, Lead analysis of project data to assess progress and areas of improvement.


Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program, Guide reporting processes among technical staff and consolidate program reports. Lead responses to USAID and PEPFAR for regular and ad hoc reporting requirements. This position will be based in Kisumu.


Duties and Responsibilities:


  • Lead the design and implementation of the project monitoring and evaluation framework as well as the project information system.
  • Develop and manage the Project‘s Performance Monitoring Plan (PMP) in collaboration with project staff and partners.
  • Lead analysis of project data to assess progress and areas of improvement.
  • Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
  • Guide reporting processes amongst technical staff and consolidate program reports. Lead responses to USAID and PEPFAR for regular and ad hoc reporting
    requirements.
  • Support technical staff in M&E functions and manage M&E project staff.
  • Promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
  • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.


    Required Experience


  • Master’s degree in relevant discipline, such as public health, mathematics, business, statistics, or international relations.
  • Minimum seven years’ experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
  • A firm command of the M&E issues with respect to improvements in quality integrated service and support programs.
  • Prior experience setting up and implementing data collection systems that track performance as per the objectives of the project (service integration, performance against each funding stream).
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
  • Experienced and proficient in writing reports for monitoring and reporting on project outcomes and impacts, including performance monitoring plans for external audiences, and manuscripts for publication.
  • Computer skills demonstrating competency in MS Office Suite and at least one statistical package such as Stata or SPSS.
  • Demonstrated self-starter (i.e., motivation, dealing with pressure, adaptability).
  • Oral and written fluency in English required.
  • Ability to interact skillfully and diplomatically with numerous counterparts, including donors, Ministry of Health officials, local partners and other NGO’s.
