PATH seeks a Monitoring and Evaluation Manager for an anticipated USAID-funded social and behavior change communication (SBCC) project in Uganda, Social and Behavior Change for Transformation activity (SBC4T). The SBCC project will result in the improved ability of individual, household, and communities to adopt priority behaviors.

Responsibilities:

  • Develop and manage the Project‘s Performance Monitoring Plan (PMP).
  • Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the project, in alignment with award requirements and USAID data requests.
  • Analyze monthly data and support training of M&E personnel in quality assurance.
  • Facilitate periodic review of M&E data among project staff and relevant stakeholders to learn from project data, and use it to contribute towards strategic decision-making, project planning, and adaptation of interventions, as appropriate.
  • In collaboration with project and field staff, ensure successful implementation of M&E strategies and performance monitoring plans.
  • In collaboration with PATH global expertise and project leadership, develop and lead a capacity building plan on data collection and use for key stakeholders at national and district level.
  • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.
    Work collaboratively with key headquarters and country program staff to plan M&E activities, budgets, timelines, and level of effort requests.
  • Lead quarterly and annual reporting for USAID, including providing written documentation of M&E activities and indicator results.
  • Contribute to work plans, financial reports, and other reports and papers summarizing project results
    and evidence.
  • Promote and support knowledge management and sharing efforts both internally and externally, including participating in communities of practice and contributing to PATH’s knowledge management mechanisms.
  • Mentor junior M&E staff at headquarters and in the field as needed.

    Required Experience
  • Master’s degree in public health or a related social science, including international health, epidemiology, biostatistics, and population health.
  • A minimum of 8 years of relevant experience in monitoring and evaluating large, multi-year international projects.
  • Prior experience setting up and/or implementing routine data collection systems for health service delivery.
  • Strong knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing.
  • Excellent knowledge of M&E principles and practices is essential, including plan development, conceptual frameworks, and logic models.
  • Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.
  • Demonstrated ability to work with USAID, implementing partners, institutions at the national and regional level, local NGOs, and community-based organizations and structures.
  • Computer skills demonstrating competency in MS Office Suite and at least one statistical package, such as Stata or SPSS.
  • Demonstrated self-starter (i.e. motivation, dealing with pressure, adaptability).
  • Experienced and proficient in writing reports and M&E sections of proposals, including performance monitoring plans for external audiences, and manuscripts for publication.
