PATH seeks a Monitoring, Evaluation, and Learning (MEL) Director for the upcoming five-year USAID-funded “Lowlands Health Activity” in Ethiopia.

The Lowlands Health Activity will improve health and nutrition outcomes in the pastoral areas by increasing access to, and the quality and utilization of health services through 1) enhancing PHC facility governance and functionality; 2) Improving access to and quality of services through client-centered and contextualized service delivery models; and 3) increasing adoption of healthy behaviors, including utilization of health services.

The MEL Director will be responsible for developing, maintaining, and reporting again the project’s MEL plan, including appropriate performance indicators in line with USAID guidance.

MEL Director will report directly to the Chief of Party (COP) and will take a leadership role in ensuring quality monitoring and evaluation of project activities.

They will be responsible for contributing to the development and strengthening of the project’s implementation strategies based on the effective use of data, and for coordinating the project’s reporting function in line with deliverable and other requirements.

Specific Responsibilities:

  • Provide overall technical guidance on the implementation of the project data collection and monitoring and evaluation system.
  • Implement and monitor the performance monitoring plan covering activities to compile, analyze and present data for reporting of program progress and impact.
  • Maintain and update the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.
  • Using DHIS2/HMIS data produce monthly, quarterly and other reports to inform progress toward end of project targets and adherence to donor support data requirements.
  • Oversee data collection and monitoring activities at the target regions of the project.
  • Provide technical
    assistance to MOH for monitoring and improvement of program activities.
  • As a member of the in-country project management team, participate in discussions for design and implementation of project activities.
  • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.

    Required Experience:

  • Advanced degree in public health, epidemiology, international health, social sciences, or related discipline is required.
  • Minimum of 10 years’ experience and demonstrated skills in M&E in health required; 5 years in a leadership position within a donor-funded project, preferably USAID.
  • Experience in understanding and managing the performance monitoring plan within donor funded project.
  • Knowledge and experience of FMOH’s health information systems and DHIS2 is a requirement.
  • Demonstrated understanding of and familiarity with a range of monitoring and evaluation approaches including health information and data management systems.
  • Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.
  • Experience in data quality audits and data reviews.
  • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation.
  • Proven ability to motivate and mentor staff and create a positive team environment.
  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
  • Professional level of oral and written fluency in English language.
  • Excellent written and oral communications skills in English required.
  • Available to travel within the country as needed.
  • Must have legal authorization to work in Ethiopia.
