Job Description

  • PATH seeks a Monitoring, Evaluation, and Learning (MEL) Advisor for the upcoming multi-year USAID-funded “Multi-Sectoral Nutrition Activity” (MSNA) in Ethiopia. The MSNA will support the Government of Ethiopia and other key stakeholders to strengthen nutrition outcomes through multi-sectoral approaches and coordination.

  • The MEL Advisor will be responsible for developing, maintaining, and reporting again the project’s MEL plan, including appropriate performance indicators in line with USAID guidance. MEL Advisor will report directly to the Chief of Party (COP) and will take a leadership role in ensuring quality monitoring and evaluation of project activities.

  • They will be responsible for contributing to the development and strengthening of MSNA implementation strategies based on the effective use of data, and for coordinating MSNA’s reporting function in line with deliverable and other requirements.

  • Position is contingent upon award to PATH.

    Specific Responsibilities:

  • Lead development and implementation of the project’s MEL Plan, including indicator selection and definition, target setting for all indicators, and planning of all necessary data collection and analysis.

  • Implement and monitor the performance monitoring plan covering activities to compile, analyze and present data for reporting of program progress and impact.

  • Oversee the development and implementation of tools and systems needed to collect, report, and analyze data and measure progress toward project goals and targets.

  • Maintain and update the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.

  • Using project-collected data and data from DHIS2 to produce monthly, quarterly and other reports to inform progress toward end of project targets and adherence to donor support data requirements.

  • Oversee data collection and monitoring activities at project implementation sites.

  • Lead the design and implementation of dedicated project surveys (e.g., baseline and endline), as well as embedded assessments, studies, and learning activities.

  • Lead collaborative learning and adapting approaches through the entire project lifecycle, by ensuring that project results and data are used by project staff and partners for continuous adjustments.

  • Work with project communications staff
    to ensure that project data are disseminated through communications products and add to the national and global evidence base for multisectoral nutrition programming.

  • Provide technical assistance to MOH for monitoring and improvement of program activities.

  • As a member of the in-country project management team, participate in discussions for design and implementation of project activities.

  • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.

  • Supervise a team of M&E staff and build capacity of staff and partners in various apects of MEL.

  • Take on other duties as may be assigned by Chief of Party and other senior partners.

    Required Experience

  • Postgraduate qualification in nutrition, public health, epidemiology, international health, social sciences, or related discipline is required. Conversely, equivalent work experience needed.

  • Minimum of 12 years’ relevant professional experience; of which at least 5 years must be in a similar MEL role on a major donor –funded health or nutrition project, preferably USAID.

  • Experience conducting MEL activities on multi-sectoral programs preferred.

  • Knowledge and experience in the use of relevant US Government-preferred nutrition-related indicators highly desirable.

  • Experience in designing and managing performance monitoring plans on donor-funded projects of similar scope and complexity.

  • Knowledge and experience of the Ethiopian health information systems and DHIS2 is a must.

  • Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.

  • Demonstrated ability to use MEL findings for collaborative learning and adaptation approaches.

  • Experience in data quality audits and data reviews preferably in nutrition.

  • Experience in designing and implementing surveys such as baseline and endline.

  • Demonstrated excellence in designing and implementing quantitative and qualitative assessments, research studies, and evaluations.

  • Expertise in data visualization desirable.

  • Experience in providing MEL technical assistance and conducting MEL-related capacity building activities for staff and partners.

  • Proven ability to motivate and mentor staff and create a positive team environment.

  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.

  • Skills for communicating results of multisectoral nutrition activities.

  • Professional level of oral and written fluency in English language.

  • Excellent written and oral communications skills in English required.

  • Available to travel within the country as needed.
