Job Description

PATH is currently recruiting for a Grants and Contracts Specialist to oversee the contracts and grants components of the project, including pre-award assessments, sub-granting, supervision of sub award performance, review reporting and genera compliance to the sub award and to supervise Contracts and Grants Officers.

Responsibilities:

Contracts and Grants Management

  • Oversee major functions of contracts and grants management and execution.

  • Serve as PATH point of contact on contractual matters for selected subawards.

  • Together with the PATH Uganda Finance and the Contracts, Grants teams of PATH HQ, contribute to the development/review of a grants management manual outlining all regulations that the Sub Awardees must follow. As needed, strengthen/adopt existing PATH International grants management templates and reporting formats for use by PATH.

  • Design with support from the Director of finance the selection criteria for recipients of subaward grants and work with a select committee to ensure the selection of subawards are executed according to PATH approved policies.

  • Manage a transparent and fair subaward contractual process.

  • Lead the coordination between PATH and subawards during contract amendments and to ensure timely movement of contract actions through the Organizational workflow processes.

  • Liaise with selected partners on troubleshooting contractual obligations and maintain a healthy communication channel with partners during the life of the project.

  • Work with HQ partnership team to ensure compliance of contract implementation according to PATH and Gavi requirements.

  • Process payments to finance for contracts based on payment terms and conditions.

  • Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, and assist with interpretation of contract terms to support implementation.

  • Develop contract management system including control mechanism for monitoring of implementation as well as for troubleshooting contractual obligations.

  • Prepare monthly cash projections for on-going contractual obligations.

  • Monitor transaction compliance (milestones, deliverables, invoicing, etc.).

  • Monitor contract close-outs, extensions and/or renewal.

  • Prepare necessary documents and justification in case of contract terms are to be changed during implementation.

  • repare amendments to contracts as necessary to reflect changes in contract terms and conditions.

  • Provide regular reviews and updates on status of ongoing contracts to the Management Team.

  • Maintain up-to-date knowledge on relevant country business norms, legal conditions, and customs, and ensure this information is incorporated in contract agreements as required.

  • Develop, tailor make and implement appropriate procedures for contract
    management and administration in compliance with PATH and Gavi policies, rules and regulations.

  • Conduct field visits to subawards to ensure required project implementation capacities are built along the project life cycle.

  • Monitor vendor satisfaction with our terms and conditions and contracting practices.

  • Develop appropriate tools to monitor reporting and compliance requirements within the subaward agreements.

    Team Management

  • Ensure that PATH project staff are properly trained to manage contracts and grants at a high level.

  • Work closely with program management to facilitate program planning and upcoming contract implementation needs.

  • Liaise with HQ partnership teams in drafting and negotiations of the contracts.

  • Support Partnership team in solicitation process to ensure invitational documents adequately and appropriately align with anticipated contractual terms and conditions.

  • Assist in country Grants teams in understanding their roles and responsibilities in terms of interaction with other operations teams.

  • Liaise with program teams regularly to ensure they are well supported to deliver the project mandate.

  • Manage and work with partner/subaward staff to ensure that partners are meeting their contractual obligations in terms of content and specification of deliverables.

  • As needed, provide guidance on contract matters to project managers and/or operational staff, including training to new project managers and other employees in contracting practices and procedures.

  • Be responsible for full and proper implementation of PATH’s systems of subaward management, compliance and control as described in the organizational policies and manual.

  • Work with finance to ensure there is compliance to subaward terms and to mitigate fraud, waste and abuse and related conflict of interest and legal ramifications of PATH’s activities.

    Required Experience

  • Master’s degree in accounting, finance, or business administration, and 8 years’ experience in Contract and Grants management.

  • Possession of CPA or ACCA will be an added advantage.

  • Extensive knowledge of institutional donor reporting, rules and regulations

  • Experience working with multi donor donor-funded organizations preferred.

  • Good interpersonal and capacity-building skills.

  • High integrity

  • Ability to work with minimal supervision.

  • Excellent oral and written communication skills.

  • Ability to work under tight deadlines and to multi-task.

  • Excellent skills using ERPs, MS Word, Excel, and Power point
