  • The Grants and Contracts Officer’s Key responsibilities include mitigating risk for the organization and providing subject matter expertise on donor rules and regulations, subaward management, and PATH policies to maintain PATH’s reputation, credibility, and track record as the leading innovative nonprofit in the global health sector.

  • She/he is required to apply highly specialized acquisition and assistance knowledge, skills, and abilities involving a multi-donor environment that ranges from simple, low-dollar, short-term awards to complex multi-million-dollar, multi-year awards in multiple countries.

    Responsibilities

    Awards Management

  • Facilitate the timely review and accurate processing of new awards and amendments to existing awards. Review new/amendments to awards, including RFAs/proposals/project narratives and other supporting documentation.

  • Understand the regulatory guidelines for donor funded awards to PATH in order to negotiate changes to awards/contracts with sponsors.

  • Participate in contract administration sufficient to ensure contract terms and conditions are met and that PATH delivers the required deliverables in a timely manner.

  • Identify, recommend, and oversee implementation of PATH project teams’ efforts towards creation of strong systems by providing expert advice on the applicability of donor terms and conditions including US Government rules and regulations; in particular Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), 2 CFR 200 Subpart E Cost Principles and 2 CFR 200 Subpart F Audit and 22 CFR 228

  • Review new/amendments to awards, including RFAs/proposals/project narratives and other supporting documentation for the USAID Acquisitions.

  • Research and documentation of applicable federal policies; advise on allowability of project costs and interpretation of contract terms and conditions.

  • Support audit process and taking action to resolve findings contained in audit reports, such as cost items questioned or unresolved.

  • Provide guidance to Project Administrators (PADMs) and Office of Sponsored Programs on terms and conditions of active awards, including any restrictions. Develop necessary tools to make this data available electronically.

  • Provide guidance to Project Administrators on terms and conditions of the Acquisition, including any restrictions. Develop necessary tools to make this data available electronically

  • Develop content and provide training on awards management and sponsor regulations to PATH staff.

  • Act as primary liaison with Project Administrators regarding the status of awards that are about to closeout, and status of awards that are active without award.

  • Coordinate, review and ensure
    timely uploading of CPARs.

  • Follow up to ensure proper submission of all awards terms requirements/reports.

    Subawards Management

  • Work closely with OGC Team lead, Subrecipient monitoring and compliance Manager, Finance, and Legal Affairs Division to develop, draft, and maintain for PATH and affiliates a current complement of needed standard form agreement templates in compliance with all applicable laws and regulations including FAR, AIDAR, 2 CFR 200, 22 CFR 228 and PATH’s policy and standards.

  • Work closely with the Program Administrator and Legal contact where necessary to draft new outgoing agreements and amendments.

  • Assure compliance with federal regulations and sponsor regulations; and propose alternative language for Subagreements, as appropriate.

  • Provide guidance to Project Administrators (PADMs) on the status of existing outgoing agreements, related policies and procedures.

    Other Responsibilities

  • Provide regularly scheduled updates to Global Grants and Contracts Manager or OGC Team Lead

  • Work closely with Grants and Contracts Staff and program teams to develop, review, and implement award/subaward management associated procedures within pre-established parameters.

  • Work closely with the Grants and Contracts Coordinator to ensure data integrity in the Awards and subawards database.

  • Manage Special Projects as requested by the Global Grants and Contracts Manager or OGC Team Lead.

    Required Experience

  • A degree in Business Administration, Finance, Accounting or related field.

  • A minimum of 8 years of progressive working experience in donor funded contracts and grants management in international not for profit organization.

  • Knowledge of USAID contracts and grants management requirements.

  • Ability to establish and maintain effective working relationships with program and other staff.

  • Professional qualification is an added advantage e.g. CPAK, ACCA CA e.t.c.

  • Experience working with Salesforce will be an added advantage.

  • Must have legal authorization to work in Kenya.
