Job Description

  • PATH seeks a Deputy Chief of Party (COP) for the upcoming multi-year USAID-funded “Multi-Sectoral Nutrition Activity” (MSNA) in Ethiopia. The MSNA will support the Government of Ethiopia and other key stakeholders to strengthen nutrition outcomes through multi-sectoral approaches and coordination.

  • Since 2007, PATH has collaborated with Ethiopia’s Federal Ministry of Health, community groups, and other partners to strengthen the country’s public health systems and address the most pressing health threats. We implement high-impact, evidence-based, sustainable programs to support those most at risk.

  • The DCOP will be responsible for supporting the Chief of Party (COP) with technical leadership of the project. The DCOP will report directly to the COP and will take a leadership role in ensuring quality technical implementation and ensure the Activity meets stated goals and reporting requirements.

  • They will support the COP in coordination among USAID and key stakeholders and other implementing partners and will interact with numerous Ethiopian institutions and representatives on technical issues of the project.

  • Position is contingent upon award to PATH.

    Specific Responsibilities:

  • Work closely with the Chief of Party (COP) to provide overall nutrition-sensitive and nutrition-specific technical leadership on the project.

  • Responsible for technical oversight for the design of key project components and ensure smooth design, coordination, and implementation of nutrition-specific and nutrition-sensitive interventions of high quality and measurable impact.

  • Ensure the smooth, efficient and effective start-up and ongoing implementation of the project— including linkages with other, relevant USAID investments in Ethiopia.

  • Ensure development of detailed implementation plans, collection of appropriate baseline and monitoring data, as needed, clear process and impact indicators, and effective project monitoring and evaluation procedures to ensure accountability and make improvements in these target areas.

  • Supervise a team of nutrition technical staff based in Addis Ababa and in the field.

  • Function as primary technical liaison for subcontractors and consultants.

  • Provide technical support to the Federal Ministry of Health (FMOH) and other ministries leading implementation of nutrition-related programs and actively participate in related technical working groups.

  • Maintain current technical knowledge on nutrition-related topics, best practices, and associated data s to enable design and delivery of high-quality interventions.

  • Focusing at regional, state, zone, and district levels, establish and maintain close working relationships with relevant offices of the Government of Ethiopia and other organizations, the US Government, other donor agencies, and nongovernmental local working in Ethiopia.

  • Work with relevant departments within
    the FMOH and other ministries to facilitate the integration of nutrition-related interventions into broader primary health care system, as well as associated sectors such as agriculture and livelihoods.

  • In partnership with the other key staff, establish and maintain good relationships with project co-implementers; government ministries and departments; other nongovernmental partners (including relevant USAID-funded partners) and other key stakeholders. Attend coordination meetings as appropriate. Ensure that activities are coordinated with relevant stakeholders, including communities.

  • Work with the FMOH and other ministries to actively use nutrition-related data for decision-making and to identify how high-impact nutrition interventions and their impact can be sustained over time.

  • Assist the COP in developing annual work plans, budgets, and performance reports.

  • Contribute to documentation and publication of best practices on nutrition-specific and nutrition-sensitive service delivery in Ethiopia.

  • Take on duties as may be assigned by Chief of Party and other senior partners.

    Required Experience

  • Master’s degree in nutrition, public health, epidemiology, international health, or related discipline is required. Conversely, equivalent work experience needed.

  • A minimum of ten years of senior-level experience implementing large and complex health and nutrition programs, with at least six (6) years of experience (out of ten years) implementing nutrition programs in Ethiopia.

  • Demonstrated progressive experience with increasing responsibility focused in integrated programming including two or more of: nutrition, child health, early childhood development, water and sanitation, agriculture, or social and behavior change.

  • Demonstrated understanding of USAID’s multi-sectoral nutrition and relevant systems- strengthening approaches.

  • Understanding of, and experience in designing and implementing nutrition-sensitive programs is essential.

  • Strong knowledge of, and commitment to social equity and inclusion issues in health and nutrition.

  • Demonstrated experience in gender and/or integrating and mainstreaming gender issues into nutrition interventions.

  • Experience implementing nutrition programs in other parts of sub-Saharan Africa is a plus.

  • Knowledge of the Ethiopian health system, principal actors, health and nutrition priorities, and culture essential.

  • Demonstrated ability to work in a multi-site, multi-year project, including managing partner collaboration; experience with cross-cultural teams highly desirable.

  • Demonstrated ability to work effectively with government representatives, local community organizations, donors and other stakeholders, particularly at the sub-national level.

  • Ability to represent the project in international and domestic forums, including the ability to communicate project results.

  • Professional level of oral and written fluency in English language.

  • Excellent written and oral communications skills in English required.

  • Available to travel within the country as needed, with occasional international travel.
