Job Description

  • PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

  • In Uganda, PATH is coordinating and monitoring introduction of contraceptive self-injection in alignment with the country’s national plan, which aims to scale-up self-injection in the context of informed choice across all sectors. PATH is working with the Ministry of Health (MOH) and partners to scale the practice through existing in-country partner networks and monitoring implementation and uptake.

  • In addition to PATH’s overall coordination role, key activities of our work include:

  • Undertaking provider training and supportive supervision in ~20 districts to ensure that clinic and community based health workers are able to counsel women for self-injection;

  • Integrating self-injection data into Uganda’s national health management information system (HMIS), and

  • Building capacity for SI data collection and use of data for decision-making to track progress, and improve access and the quality of self-injection services and

  • Advocacy for expansion of self-injection service delivery into new channels and sectors.

  • To supplement the routine monitoring and data work, PATH will conduct Rapid Assessments of Progress (RAPs) to help the MOH, district stakeholders and partners to understand what steps may be needed to accelerate scale up and ensure quality delivery. RAPs are small scale, periodic data collection efforts in the form of client exit interviews, provider and stakeholder interviews, facility observations, and/or focus group discussions to better understand constraints and challenges for self-injection service delivery. This consultancy will support implementation of the RAPs, focusing on the following activities:

  • Developing study materials and standard operating procedures for data collection

  • Navigating the in-country IRB process

  • Recruitment and interviewing of research assistants (RAs)

  • Developing training program for RAs, arranging training logistics and co-facilitating training (with evaluation team)

  • Overseeing data collection to ensure studies are of the highest quality

  • Managing transcription/translation of qualitative interviews

  • Developing presentations of findings

  • Communicating with stakeholders and the MOH about the study, its findings, and implications.

  • In addition to the RAPs, this consultancy will also support the implementation of an evaluation of an innovative approach to train providers in how to counsel women for self-injection
    – Interactive Voice Response (IVR) digital training. This training program is newly developed for self-injection training and will be accompanied by a mixed methods evaluation.

  • Accordingly, the evaluation will require the same activities as for the RAPs (development of study materials, IRB submission, recruitment/ training of interviewers, oversight of data collection), in addition to working closely with the training team to ensure a seamless implementation and evaluation approach.

  • The consultant will be required to attend regular weekly meetings with the evaluation team and the successful consultant will be a strong collaborator and possess excellent communication skills, in addition to the required research and evaluation expertise. The IVR and the RAPs will roll out simultaneously over Q1 and Q2 of 2022, so the consultant must have ample time available to advance both scopes of work under tight timelines.

    Deliverables: The deliverables for this consultancy will be:

  • Protocol, data collection instruments, informed consent and recruitment scrips (RAPs and IVR).

  • Standard operating procedures (SOPs) for both workstreams.

  • Training plan and agenda (both workstreams).

  • Translated transcriptions of any/all qualitative data.

  • Presentations describing the study and its results (both workstreams).

    Required Experience

  • Degree in public health, health management, sociology, or other fields related to public health.

  • Previous experience working in family planning / reproductive health.

  • Previous experience with qualitative and quantitative data collection.

  • Previous experience supervising interview teams / study coordination.

  • Strong skills in data management and data quality.

  • Good problem-solving skills and attention to detail.

  • Excellent communication and organizational skills.

  • Proficiency in Open Data Kit (ODK) programming.

  • Proficiency with MS Office package, especially Word, Excel and PowerPoint.

  • Proven ability to work independently as well as in a team-based environment.

  • Proficiency in statistical packages, quantitative and/or qualitative data analysis.

  • Must have legal authorization to work in Uganda.
