Job Description

  • PATH is seeking a qualified Chief of Party (COP) to lead the anticipated USAID-funded Uganda Health Activity (UHA). UHA is expected to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts of Uganda through three intermediate results:

  • Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels;

  • Enhanced local ownership and leadership for sustainable health outcomes; and

  • Strengthened health system resilience at the regional-, district-, and community-levels.

  • PATH works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the most pressing health challenges. PATH implements innovative, sustainable health solutions in Uganda that align with the country’s needs and priorities, empowering millions of Ugandans to transform their own health.

  • The COP will oversee overall UHA implementation, providing strategic technical visioning and management of the project team and consortium members. This leadership role will liaise with the Government of Uganda (GoU), Ministry of Health, other GoU entities, USAID, donors and development partners, and other implementing partners in Uganda on behalf of the UHA, cultivating open, productive, and collaborative relationships to advance activity objectives.

  • The COP also ensures that the activity complies with cooperative agreement terms and conditions and USAID policies and regulations. The COP will be expected to be a strategic thinker and have exceptional problem-solving skills to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse.

    Responsibilities:

  • Provide overall leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project.

  • Manage effective and efficient use of project resources to achieve the desired results of the project, monitoring the workplans and budgets/ finances in accordance with USAID policies and

  • Serve as the liaison with the Government of Uganda, the USAID Mission, US Government representatives, partners, civil society organizations, and other donor and development agencies.

  • Provides strategic visioning to guide the development of technical and programmatic
    activities and project work planning.

  • Lead development of work plans, budgets, and reports in a timely fashion for submission to USAID.

  • Ensure timely and accurate financial and programmatic reporting to USAID and PATH HQ as required, aligned with project objectives and in compliance with relevant SOPs and policies.

  • Plan, direct, and coordinate activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.

  • Provide guidance and coaching to managers and staff to achieve project goals and develop national leadership capacity.

  • Establish and maintain relationships with internal and external stakeholders, including relevant Government of Uganda counterpart, public, private, and implementing partner organizations, on project matters.

  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.

  • Manage consortium of partners to ensure seamless internal coordination, collaboration, and knowledge sharing

  • Ensure the development and delivery of high-quality technical assistance and products to USAID and other external stakeholders.

    Required Qualifications:

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, social sciences, or management.

  • Minimum of 10 years’ progressively responsive experience in a senior role managing large and complex integrated health service delivery programs of similar scope and dollar value ($30M+) in Sub-Saharan Africa.

  • Previous experience working on USG programs and working knowledge of USG regulations.

  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives.

  • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve health results in a fast-paced environment.

  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.

  • Demonstrated analytical and problem-solving skills.

  • Excellent oral and written communication skills in English.

  • Demonstrated proficiency in the use of Microsoft Office Suite.

    Desired Experience:

  • 5 years’ experience working in East Africa on development programming

  • Current relationships with relevant Uganda stakeholders (MOH, donors, IPs) and/or past experience working in Uganda.

  • Previous experience working on and/or technical expertise in MNCH, FP, nutrition, WASH, HSS, or/and PEPFAR programming.
