Job Description

By mobilizing our pre-existing talent within the region and working with our global teams, we take innovation to scale by working alongside our Ministries of Health to reduce health disparities. With potential for expansion, the division currently works across seven country offices and three project offices distributed among four Hubs - Southern, Western, Central and East.

  • PATH is recruiting a Director of Technical Strategy and Business Development to oversee the positioning and proposal development functions for the Africa Regional team. Part of the regional senior management team and reporting to the Chief of Africa Region (CAR) this position will support the CAR in overseeing regional business development portfolio, partnership development and nurturing as well as setting strategic direction for the region.

  • S/he will work with Hub Technical Strategy and Business Development Advisors, Hub leaders and program teams to champion engagement strategies for priority donors and strategic partners while building PATH’s reputation and brand across countries. Working closely with Hub leadership, s/he will identify and manage a multi-year pipeline of funding opportunities across the region. Successful candidates will have a public health background, existing networks and connections with public and private donors and local and international organizations.

    Responsibilities

  • Support the CAR in strategic planning and priority setting for the Africa region. In partnership with regional Hub leaders, Hub Technical Strategy and Business Development Advisors, and Country Directors and working closely with the Sr Director technical strategies and program quality.

  • Support annual regional business planning exercises to ensure that country strategies and work plans are realistic, complementary, and aligned with PATH’s overall vision, mission, and strategy.

  • Establish strategic priorities for focused development of Global Health programs in the region, working closely with key stakeholders from the Global Programs and Innovation (P&I) team.

  • Work closely with the P&I and External Affairs teams to report on programs’ and partners’
    sustainable results.

  • Support the development and execution of plans to expand and grow the portfolio in new countries in the Africa region.

  • Ensure that regional Hubs and Country Offices are prepared to respond, adapt, and pivot to new opportunities that meet the evolving health and health equity needs in the region.

  • In partnership with the Director of External Affairs, Hub leadership, and the Hub based Technical Strategy and Business Development Advisors, the Director of Technical

    Strategy and Business Development will:

  • Oversee bid and proposal budget allocation and conduct a systematic analysis of Return on Investment (RoI) to ensure evidenced-based investments.

  • Provide strategic direction and support for developing and engaging partners such as NGOs, international financial institutions, donors, and governments.

  • Conduct recurrent reviews of the regional portfolio and advise the regional senior management Team on opportunities to expand the portfolio.

  • Lead the pre-award management process and coach senior leaders in the region to work with partners to identify, develop, and negotiate new opportunities.

  • Help build PATH’s brand through showcasing capabilities and enhancing stakeholders’
  • knowledge and understanding of PATH’s accomplishments and capabilities.

    Required Experience

  • A minimum of 15 years of experience leading and managing public health programs with demonstrated impact.

  • Master’s degree in science, public health or related field.

  • Comprehensive understanding of public health in a diverse array of African countries

  • Ability to cultivate and maintain productive relationships with current and potential donors and partners in the Africa region.

  • Demonstrated experience working with government and public health officials at every level.

  • Knowledge of global health trends, issues, and organizations, including donors like USAID, DFID, etc.

  • Proven experience positioning and developing proposals for US Government opportunities (USAID, CDC, etc.) as well as for other bilateral donors (e.g., DFID, EU, etc.) required.

  • Proven business acumen, including experience in strategy development, implementing complex development projects, budgeting and financial management and business operations.

  • Prior experience living and/or working in low income countries.

  • Strong organizational skills, and ability to multi-task and manage multiple competing priorities across time zones.

  • Strong written and verbal English-language communication skills, knowledge of a second language -added advantage.

  • Experience working with the private sector in developing public/private partnerships to advance public health programs preferred.

  • 30% international travel is anticipated.

  • Legal authorization to work in the country where hired preferred.
