Job Description

Pastoralist Welfare Organization (PWO) is a non-partisan, non-for-profit, non-political, non-religious and an Ethiopian Resident Charity established in October 2003 by pastoralist elders and intellectuals in Dollo Ado wereda of Somali Region.

The PWO is registered with Charities & Societies Agency (ChSA) with registration # 0327. PWO has a vision of aspiring “to see empowered and self sustained pastoralist community and partners towards improving socio-economic conditions of pastoralists through institutional capacity building, enhancing livelihood, protecting the environment and minimizing vulnerability to disaster. PWO seeks qualified and competent applicants for the following one positions.

[Job Summary:

The Program Manager position is to provide overall leadership and coordination for the implementation of PWO’s operational plans with quality, cost effectiveness and application of appropriate methodologies trough cascading annual performance plan and employee performance plan and institutionalizing performance management system in line with PWO’s vision, goals, and program principles, standards, approaches and Strategic Plan.

He/she establishes and maintains effective working relationships with key government partners and NGOs working in the same geographic areas.

Responsibilities and Tasks:

Job Responsibility # 1: Program Planning, Implementation and Monitoring

  • Ensures that each ACO develops realistic and strategically focused annual program implementation plans which encompass existing commitments to donors and government, are oriented toward accomplishment of the strategic vision and program goal;
  • Works with ACOs to ensure program initiatives progressively include communities and local organizations in participatory planning and implementation of development projects;
  • Supports the development of new program initiatives/project designs in the ACO based on an ongoing monitoring mechanism, as well as mid-term and final evaluation results, aimed at helping ACOs to assess their program effectiveness, to identify program gaps and to develop concept papers, in coordination with the programs/field offices, on critical interventions to advance efforts towards accomplishment of the strategicplan;
  • Cooperates as management team member in the realization of the transition towards performance management in the holistic framework of strategic management;
  • Ensures adequate gender responsiveness during the development of new programs, evaluation works, research works and establishment of networks;
  • Ensures that all required information/data is made available for project appraisal, monitoring and evaluationand decision making;
  • Ensures the development of commodity based value chain, promotes cooperativves of variuos types and levels;
  • Ensures the building the capacity of beneficiaries through training on copeartive management , providing office facilities and provision of seed fund;
  • Ensures that all projects activities are implemented as planned;
  • Monitors and adjusts strategies to maximize progam quality and impact.
  • Works with ACOs and Head Office staff to assess and identify technical
    assistance needs with regard to technical skills, supervision support, etc. for new and ongoing programs/projects;
  • Capacitates each of the ACOs to mainstream and adopt organizational core values, policies, procedures and program approaches are clearly understood and adhered to in the daily functioning of the field offices and that information to monitor program progress and organizational performance, is collected and used for organizational learning, decision-making and reporting, and for promoting innovations;
  • Identifies new program areas in line with PWO strategic directions;
  • Participates in the formulation of project proposals to be submitted to donors;
  • Undertakes researches in subjects of relevance to Key Result Areas.

    Job Responsibility # 2 Staff Management

  • Manages, supervises, leads guides and supports Officers that report to him/her.
  • Ensures the development of key leadership, and management skills of direct reports to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand program/project impact and sustainability;
  • Supports the development of high performing teams at the program operational area level and ensures that appropriate procedures and policies are followed;
  • Completes performance planning, monitoring, and annual performance appraisals of direct reports.

    Job Responsibility # 3: Networking, Learning and Reporting

  • Establishes and maintains formal and informal communication mechanisms with government, community partners, donors and other stakeholders;
  • Ensures that reports are prepared and submitted to concerned parties, donors, counterparts and PWO on time and in a professional manner;
  • Keeps up to date with developments in the program, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
  • Participates in the documentation and dissemination of lessons learned;
  • Produces quarterly, biannual and annual performance reports and submits to donors and the ED.

    Job Responsibility #4: Perform other duties as assigned by the ED

    Terms of Employment: contract base (one year with possibility of extension depending on performances)

    Job Requirements

    Education/training

  • MA/MSc/ BSc in Agricultural Economics, Development Studies or related field.

    Experience

  • 8/10 years of relevant experience.

    Technical and Other Skills

  • Proficiency in verbal and written English, proposal development, strategic and operational planning, monitoring and evaluation, report writing;
  • Proficiency in standard office software package;
  • Demonstrated leadership ability to inspire and empower others;
  • Significant exposure to projects involving networking and to food security issues;
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders.

    Work Environment/Travel:

    The position requires ability and willingness to travel domestically.
