    PSA’s Programme Management Team HEA (Horn and East Africa) forms part of the Supply Chain Transformation Programme Unit, which comprises of:

    Who We Are Looking For

  • PSA is seeking a finance professional to support the day to day work on the donor/organisation-funded projects in Ethiopia. The successful candidate will have demonstrable experience in working in finance within a global and programmatic context.
  • This role will be responsible for providing support for effective financial management to achieve our strategic team and organisational goals. This role will demonstrate the skills, knowledge and technology for improved and sustained performance through finance assistance.
  • This post holder will work with the global Finance team and Ethiopia Office Manager in the provision of assistance to develop the capacity and capabilities of our national and international workforce.

    Job Purpose

  • Responsible for implementing and maintaining PSA and donor financial procedures and effective financial management support to other staff & to partners in Ethiopia

    About the Role

    Key Responsibilities:

  • Assist programme team to prepare budget, or any activity, donor budget, phasing, forecasting etc.
  • Involve in logistic activities by participating, Tender and, Quotation evaluation.
  • Check the accuracy of QuickBooks code with projects, Donor Reference code with Donor reports.
  • Regular visit to various woreda’s and check their financial records and report to Deputy Finance Manager, if there is any deviation or any other issues.
  • Capacity building of partner’s finance staff based in Ethiopia
  • Support the management of petty cash and bank on daily cash management, and payment mechanism.
  • Assists in financial audits as and when required.
  • Provide cover when required.
  • Conduct training on financial management issues to non-finance staff working in the
    field
  • Review and check financial supporting documentation for integrity, accuracy and completeness before transactions are approved for payment.
  • Ensure that bank and cash payments and receipts are processed in a timely manner within the agreed time-frame, a minimum 2 days after receipt of complete documentation and maximum 3 days after receipt of complete documentation.
  • Ensure that financial transactions are processed in accordance with PSA’s applicable accounting policies, procedures and standards.
  • Ensure that financial transactions are accompanied by appropriate and relevant supporting documentation duly signed and authorized by relevant Program Manager / budget holder.
  • Ensure that payment and receipt vouchers are duly completed and accompanied with appropriate supporting documentation to provide sufficient / accurate information on accounting transactions.
  • Ensure that financial records, both paper and electronic formats, are up to date, filed in an orderly manner, kept securely, and easily retrievable.
  • Prepare monthly/weekly bank reconciliations and make sure they are dualy signed and authorized periodically or as and when required.
  • Maintaining up to date float registers, make sure the floats are liquidated in timely manner and follow up with staff to clear their float balances in timely manner.
  • Upload weekly/monthly bankbook into QuickBooks in a timely manner and as per agreed deadlines, for review and further processing.
  • Assist Deputy Finance Manager Cash & Bank to prepare month end documents and reports, produce journals (EOC + Depreciation, contra accounts and other miscoding adjustments on contracts, projects, etc..) as and when required and input into QuickBooks.
  • Assist in Cash & Bank in budgeting and forecasting.
  • Perform other tasks requested by the Deputy Finance Manager.

    Job Requirements

    Skills, Experience, and Knowledge

    The Ideal Candidate will have:

  • University degree in a finance related subject or professional accountancy qualifications.
  • Minimum 2 years’ experience in finance and accounting.
  • Strong computer literacy, and proven experience of computerized accounting packages, preferably Quickbooks. Strong proven experience in using Excel spreadsheets. Experience in using Internet-based programs and e-mail systems.
  • Excellent communication skills – verbal and written in English
  • Excellent activity planning, prioritisation and implementation skills and commitment to deliver against agreed deadlines.
  • Ability to deal with people at all levels; partners.
  • Attention to detail, ability to work under pressure and able to meet deadlines and to think and plan a head.
  • Knowledge or appreciation of Ethiopia in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the country.

    Preference for Candidates with:

  • Ability to work in demanding situations under pressure in a team or independently with minimum supervision and delver against team objectives.
  • Willingness and ability to travel at short notice and/or to work extra hours as necessary, often in difficult circumstances.
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity
