    Project Profiles

    Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015.

    HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health.

    It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

    Purpose of Position

  • The Senior Manager is a full-time position to support the local Country Director and Deputy Director, and oversee all finances and operations (contracts, HR, procurement, IT) of the HP+ project through the office based in Nairobi, Kenya.
  • This position is responsible for managing and directing the finance, accounting and financial administration and reporting of the project, including budget administration, accounting, banking and cash management, financial reporting, procurement, Human Resource management, IT, travel, contracts and grants, transportation expenses and security.

    Reporting requirements

  • The position reports to the Country Director in Kenya on a day-to-day basis with regular communication with the Washington DC Finance & Operations staff.

    Responsibilities

    Key Responsibilities:

    Supervisory Responsibilities -

  • Supervise and monitor the in-country finance and procurement teams’ activities by ensuring that standard accounting principles and procurement regulations are followed in carrying out contractual and financial transactions;
  • Manage the financial and procurement staffs’ performance on a regular basis to ensure they are completing job duties satisfactorily;
  • Meet with finance and procurement staff and provide constructive feedback regarding performance; sign staff timesheets; provide senior-level guidance and mentoring around performance; complete annual performance review;
  • Escalate and performance issues to Country Director, CAM, and Operations Manager in Washington DC;

    Operation Responsibilities -

  • Ensure Palladium and HP+ policies are followed and adhered to as it pertains to HP+ procurement and financial reporting and that staff supporting these functions are meeting expectations;
  • Work with the Country Director, Country Activity Manager (CAM) and Operations Manager in Washington DC to lead the development of annual budgets, projections, financial plans, costing estimates and monthly cash forecasting;
  • Maintain regular communication with the senior management team at HQ
    (primarily the CAM) by providing relevant and timely financial, HR, operations, or procurement information for planning and decision making purposes;
  • Maintain and oversee internal controls; review estimates of monthly cash requirements for HQ; coordinate with the Program Operations Manager from Palladium HQ;
  • Participate in weekly meetings (phone or Skype) with Washington DC Program Operations staff to discuss financial and contractual items;

    Financial Responsibilities -

  • Ensure complete, accurate and timely financial records; review and submit monthly financial reports as directed by the Country Director in timely manner; and supporting documents are filed appropriately in hard and soft copies;
  • Ensure proper project bank account management, ensure monthly account reconciliation is completed and bank statements are received;
  • Review and ensure field vouchers are prepared accurately, supporting documents are in place, and all transactions are coded in accordance to chart of accounts and project charge code(s) before submission to Palladium HQ;
  • Manage the overall program budget and ensure adequate cash flow;
  • Oversees all Accounts Payable transactions by ensuring all outlays are made against completed deliverables and in support of Palladium policies and project regulations;
  • Oversee annual audit and prepare management response on any queries.
  • Train staff on financial principals and ensure there are separation of duties within the team;
  • Maintains regular communication with the senior management team providing relevant and timely financial information for planning and decision-making purposes;
  • Produces accurate and timely cash flow projections, financial and other reports as required for internal management, the headquarters office, and international donors, as appropriate and requested;

    Procurement Responsibilities -

  • Manages the procurement team in all aspects of HP+ Kenya procurement for effective project implementation;
  • Ensures sound contracts and grants management systems for awarding and executing agreements.
  • Negotiates, administers and ensures compliance with all procurement agreements from award through close-out.
  • Ensure that US procurement procedures are adhered to and program staff are familiar with the procedures. This includes training staff on procurement mechanisms and new procurement procedures;
  • Leads the negotiations with vendors; ensures competitive competition; ensures procurement process is documented appropriately;
  • Ensures all Palladium paperwork is completed properly before it is sent to Washington DC;
  • Keeps procurement plan updated 3 months out; communicates procurement plan to Washington DC CAM and Operations staff;
  • Oversee project procurement and administration of contractual agreements with vendors and consultants and other relevant parties;

    Requirements

    Qualifications and Experience:

  • This position is based in Nairobi, Kenya and is open to candidates who can demonstrate that they are legally able to work in Kenya.
  • There are no moving expenses or expatriate allowances associated with the position.
  • Relevant bachelor’s degree required; master’s degree or CPA (preferred);
  • At least 15 years of program management and finance/budget experience with USAID-funded project;
  • Statutory audit experience would be an added advantage;
  • Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes;
  • Experience with USAID contracting assistance award mechanisms;
  • Excellent skills in Microsoft Word, Outlook, and Excel;
  • Proven experience and knowledge of USAID management, operations, and financial/budget systems;
  • Ability to work with minimal supervision;
  • Well-developed and effective organizational skills, including to ability to multi-task, and work in a high-pressured environment.
  • Sound understanding / experience in financial processing and management;
  • Good written and verbal communication, liaison and interpersonal skills;
  • English required.
