Activity Overview and Role

  • Palladium seeks a Regional Resilience Lead to lead Objective 3 of the Regional Agriculture and Market Systems (RAMS) activity, a 5-year, $23 million task order under USAID’s Regional Integration and Stronger Economics (RISE) IDIQ mechanism. RAMS is designed to promote increased agricultural production, trade, improved policies, finance and investment, and resilience to shocks and stresses in the East Africa region by addressing agricultural issues that can only be solved on a regional basis.

  • RAMS will collaborate closely with USAID/Kenya and East Africa’s regional intergovernmental partners, including the East African Community (EAC), the Intergovernmental Authority on Development (IGAD), and the Common Market for Eastern and Southern Africa (COMESA) region.

    The Activity is organized under four objectives:

  • Strengthening cross-border agricultural market systems,

  • Accessing and scaling technologies,

  • Strengthening regional resilience,

  • Strengthening the regional agriculture policy and regulatory environment.

  • The RAMS geographic area of focus includes the East African countries of Kenya, Tanzania, Uganda, Rwanda, Burundi, Ethiopia, Somalia, South Sudan, and Zambia.

  • The Regional Resilience Lead will oversee and lead design and implementation of activities expected to build systems-level resiliency to drought; contribute to significant reduction in humanitarian needs; and build the capacity of governments and private sector in the region to prevent, respond to, and recover from shocks and stresses, both natural and man-made.

  • S/he will work closely with other Objective Leads to develop regional resilience, adaptation, and risk-reduction strategies.

  • S/he will report directly to the Project Manager.

    Primary Duties and Responsibilities

  • Provide technical and managerial support to develop and implement risk-informed interventions to strengthen regional resilience and preparedness.

  • Collaborate with bilateral projects, regional entities, and private sector partners to build regional resilience strategies and systems. Resiliency systems strengthened under RAMS
    will proactively help countries prevent, mitigate, and recover from shocks in order to reduce chronic vulnerability.

  • Leverage partnerships and technology solutions to improve adaptive capacities of vulnerable populations to shocks and stresses.

  • Build capacity of resilience management institutions at the regional and national levels to scale up successful approaches to multi-risk resilience.

  • Liaise with regional private and public stakeholders to ensure cohesive approach and implementation of resilience activities.

  • These activities include trade enhancing systems such as efficient storage and packaging materials, improved water conservation, drip irrigation, more efficient transportation, crop and livestock insurance schemes, market information and crop forecasting, and better flows of crops and livestock across borders during emergencies.

  • Support and oversee the development of new or improvement of existing analytical and monitoring tools for improved decision-making.

  • Other duties as assigned.

    Required Qualifications

  • Bachelor’s degree in agriculture, environmental science, or related field. Master’s degree preferred.

  • Seven to 10 years of relevant professional experience leading and implementing resiliency programs. East African work experience strongly preferred.

  • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level.

  • Prior USAID or donor experience preferred.
    Strong preference for Kenyan and East African citizens.
