Purpose of Consultancy

  • NPI EXPAND is seeking an accomplished consultant to undertake technical and managerial activities in Ethiopia.

  • The focus of the assignment is to support and co-manage the design and implementation of a landscape mapping activity in select regions of Ethiopia.

  • The project's Phase 1 activity is to map civil society organizations (CSOs) and community structures that focus on primary health care (PHC), including family planning, reproductive health, maternal, newborn, and child health; and that may also engage in social accountability.

  • The mapping effort will encompass major formal and informal platforms (e.g., Governing board for health insurance, clan structures, etc.) that local organizations working in these regions could leverage for their work.

  • This exercise aims to deepen understanding of local organizations and community structures and platforms at the woreda and kebele levels and to help surface promising entities to undertake project-funded interventions in PHC. This engagement will entail working with NPI EXPAND global and regional staff, USAID Ethiopia and HQ personnel, and a range of other stakeholders.

  • It will also entail working closely with the local resource firm selected to implement the mapping activity in country.

  • Only local applicants currently eligible to work in Ethiopia will be considered. Location is in Addis Ababa with travel in country expected.

  • The Program Consultant will report to the NPI EXPAND Country Activity Manager and NPI EXPAND Field Support Director, both based in Washington, D.C.

    Primary Duties and Responsibilities

  • Finalize scope for mapping of CSOs and community structures working in primary health care
    and/or social accountability for PHC to advance understanding of the entities operating in select regions and inform decision making around the top prospects for project awards
    Undertake outreach, compile tools, liaise with stakeholders, and take on other tasks as needed to support the mapping exercise

  • Vet firms and help select the top candidate to undertake the CSO/community structure mapping activity

  • Manage implementation of mapping activity in close contact with the broader NPI EXPAND team and USAID

  • Review or help prepare drafts of cover letters, scopes of work, meeting agendas, data collection tools, technical and project reports, and other material as appropriate
    Document project-related activities accurately and thoroughly, sharing updates through regular debriefs with the NPI EXPAND team

  • Liaise with NPI EXPAND's regional and HQ staff, USAID personnel, and Government of Ethiopia personnel as needed

    Required Qualifications

  • Minimum of a Master’s degree in public health (MPH), international development, or health public policy or related area required
    Strong experience working with/in the Ethiopian primary health care system required
    Strong experience in assessment/research such as survey design, key informant interviews, focus group facilitation, etc. required

  • Strong project management skills required

  • Knowledge of and experience working with the civil society and government landscape in Ethiopia preferred

  • Familiarity with community structures and social accountability desired, preferably at woreda and kebele levels

  • Experience in organizational capacity development a plus

  • Fluency in written and spoken English is required

  • Experience working on USAID-funded or donor-funded projects strongly preferred
