Project Overview and Role:

  • CATALYZE is a $250 million 4 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors (such as education) and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. CATALYZE will provide services to many missions and bureaus that “buy in” to tap the CATALYZE investment and pay-for-results project management expertise. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening and rationalizing supply chains, and advancing inclusive growth.

  • CATALYZE: Market Systems for Growth (MS4G) will drive private enterprise expansion to catalyze Ethiopia’s future economic growth and prosperity. MS4G intends to foster enterprise-driven growth, especially among private enterprises that have high growth potential and the capacity to catalyze job creation throughout market systems. MS4G will address systemic challenges, including building business development services capacity, creating a more conducive business environment, building the financial sector infrastructure and capability within private finance providers, and expanding the digital economy. MS4G will catalyze private sector growth by improving access to finance and facilitating transactions through targeted interventions across market systems (demand, supply, and enabling environment). Expanded access to finance will also drive change across the market system by increasing business revenue and necessitating job creation. The program has an estimated life of project funding of $55 million and is anticipated to operate for four years.

    Primary Duties and Responsibilities:

  • Under the direction of the Investment Manager, the Investment Advisor will work to assist the Government of Ethiopia (GoE) to increase private sector investment. To achieve this objective, the Investment Advisor will review and understand the Ethiopia Investment Commission’s (EIC) investment promotion framework designed to attract and support successful private investment in government priority areas such as agriculture, agro processing, textile and garment, leather and leather related products, pharmaceuticals, light machineries manufacturing, and tourism, among others.

  • The investment framework will also
    contribute to an improved business enabling environment by helping to increase Ethiopia’s ranking on key business climate indicator indices, such as World Bank Doing Business Indicators (DB), which include:

  • Increase private sector investment
    Develop an investment promotion framework
    Attract and support successful private investment in government priority areas
    Increase Ethiopia’s ranking on key business climate indicator indices

    Key Responsibilities

  • The Investment Advisor will be embedded at the EIC and report to the MS4G Investment Manager. The position requires significant technical knowledge of investment and finance, strong coordination skills, experience in Ethiopia, and the ability to ensure coherence and consistency while under urgent deadlines.

    The Investment Advisor shall perform the following specific tasks:

  • Support the EIC’s staff in reviewing investment projects, track investor interest and follow up post investment.

  • Support EIC staff to review and ensure implementation of EIC’s strategic plan.

  • Develop, implement and follow up recommendations from investors, private and public sector stakeholders on opportunities to improve Ethiopia's investment climate.

  • Support in the development of linkages with private sector partners in the country e.g. producers, traders and associations that will act as investment catalysts within priority sectors identified by the government

  • Develop program strategies for MS4G, build and enhance existing relationships with the GoE and the private sector

  • Develop an assessment of existing private sector climate and complete a mapping of actors, including US businesses

  • Assess and pursue market-based approaches to address systemic issues

  • Assist EIC in addressing binding constraints to economic growth

    Required Qualifications:

  • Significant relevant professional experience in financing of private sector projects, including hands-on experience in debt and/or equity transactions, managing due diligence, financial modeling, negotiating term sheets and finance documentation and related project/corporate finance activities;

  • Deep knowledge of finance, private enterprise, investment, trade, and digital economy in Ethiopia;

  • Excellent oral and written communication skills in English and local language(s);

  • Preferred: knowledge of USAID programming, approaches, and policy, including USAID Program Cycle policy, terminology, processes, and tools.
