Palladium International Team Leader, reproductive health and family planning Jobs in Uganda

Responsibilities

  • Provide overall strategic, technical, programmatic, financial, and management guidance and support for the overall project and all activities.
  • Serve as the primary point of contact for the client and partners
  • Establish and manage relationship and coordination with relevant stakeholders including implementing partners and serves as the primary project representative for the HQ, government officials, the private sector, local and international NGOs, implementing partners, and community members.
  • Manage project technical and administrative staff and work with the country management support team to ensure responsive and efficient project operations.
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements of the donor are adhered to.
  • Serve as the primary liaison with the client, other donors, partners, and stakeholders.
  • Work with and build the capacity of partners, and provide technical assistance to Ministry of Health and local government stakeholders at all levels and local community based organisations.
  • Provide analytical and evaluative techniques to identify, consider, and resolve issues or problems.
  • Ensure clear lines of communications to keep staff informed of relevant information and dialogue both in the field and from headquarters.
  • Lead on programme planning, budgeting and reporting to meet both Palladium and the client's requirements. This includes regular (quarterly and annual) reports as well as ad-hoc queries from the donor.
  • Provide strategic, policy and technical guidance to implementing partners to ensure high quality delivery of all programme activities.
  • Monitor progress and ensure that milestones, outputs and outcomes are met and demonstrate value for money.
  • Oversee recruitment and performance management of the project staff.
  • Oversee the development and dissemination of programme lessons.

    Qualifications

  • M.D., post-graduate or other graduate level degree in an area related to health service delivery, public health, health systems, social behaviour change communication or business administration.
  • Minimum of 10 years' of experience in the technical and administrative management of large, multi-year donor funded health projects (family planning/sexual reproductive health) with demonstrated increasing levels of leadership and management responsibility and preferably in Uganda/ East Africa region.
  • Demonstrated ability to lead and manage a diverse team, in a flexible and adaptive programming context, ensuring high performance and staff retention.
  • Minimum of five years of experience in a Team Leader or Chief of Party capacity.
  • Experience in health service delivery, social behaviour change communication, health systems strengthening, demand side financing, health management information systems, organisational development, and change management.
  • Experience in coordination and collaboration of stakeholders including government agencies, host country governments and counterparts, and international donor agencies.
  • Demonstrated leadership as a Team Leader/Chief of Party or Deputy Team Leader for a large, multi-faceted health development activity.
  • Proven technical knowledge in family planning/reproductive health and in as least one of the following: service delivery through private and public sectors, health system strengthening, social behaviour change communication, supply chain management and quality of care.
  • Excellent oral and written communication skills in English.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required time frame.

    Palladium International Monitoring, Evaluation and Results Expert Jobs in Uganda

    Responsibilities

  • Develop and implement a programme-tailored M&E framework and PMP for the project to generate output, outcome and impact indicators
  • Design operations research studies and coordinate with research agencies to conduct studies and surveys including leading the situation analysis in the inception phase, baseline and end line survey design and implementation
  • Lead and coordinate the development of the project management information systems (MIS) and maintain monthly records in coordination with the regional teams;
  • Enhance learning across the programme team by driving the process of quarterly evidence reviews and provide expert inputs which feed into reporting (3 quarterly reports and an annual report). Provide leadership ahead of, during and post annual reviews
  • Provide quality assurance for the M&E system and data collection activities. Lead data analysis and development of study reports to compile results for the technical team's inputs and wider dissemination
  • Maintain data received from partners according to dashboard indicators identified for reporting to various stakeholders including the client and district governments
  • Assure quality of data received through regular data audits at the facility level in coordination with the regional teams;
    Contribute to the achievement of outcomes by Reporting progress against M&E plan and PMP
  • Reporting issues and challenges encountered and recommending solutions.
  • She/he will coordinate with the Team Leader and technical team on documentation and dissemination of lessons, programme successes and results to the client.
  • Maintain information base on health indicators at the national, regional and district levels
  • Build the team's capacity to integrate M&E functions in the staff routine work with a view to influencing strategic decisions based on evidence. Provide guidance to and coordinate with regional M&E Managers.
  • Represent the project to the client and manage the client relationship and expectations
    Liaison with key stakeholders and counterparts within the Ministry of Health, district health teams, and health development partners
  • Represent the project at external engagements and forums

    Qualifications

  • Master's degree in Public Health, research methods, demography, statistics, social sciences, or equivalent
  • At least 10 years of relevant experience supporting monitoring and evaluation systems
  • At least 8 years of experience working on health programmes (SRH/FP experience is desirable)
  • Demonstrated ability to lead learning on innovative development programmes. Can provide substantial evidence of contribution to the development and management of M&E systems, results management to make management decisions, how to continually validate and revise programme logical models
  • Excellent communication and representation skills, both internally and to external clients.
  • Ability to work to deadlines and under significant professional pressure
  • Excellent computer competence including spreadsheets, databases and word processing suites
  • Strong interpersonal and report writing skills and flexibility.
