Activity Overview and Role

  • Palladium seeks a seasoned Grants Manager for the Regional Agriculture and Market Systems (RAMS) activity, a 5-year, $23 million task order under USAID’s Regional Integration and Stronger Economics (RISE) IDIQ mechanism.

  • RAMS is designed to promote increased agricultural production, trade, improved policies, finance and investment, and resilience to shocks and stresses in the East Africa region by addressing agricultural issues that can only be solved on a regional basis.

  • RAMS will collaborate closely with USAID/Kenya and East Africa’s regional intergovernmental partners, including the East African Community (EAC), the Intergovernmental Authority on Development (IGAD), and the Common Market for Eastern and Southern Africa (COMESA) region.

    [The Activity is organized under four objectives:

  • Strengthening cross-border agricultural market systems,

  • Accessing and scaling technologies,

  • Strengthening regional resilience,

  • Strengthening the regional agriculture policy and regulatory environment.

  • The RAMS geographic area of focus includes the East African countries of Kenya, Tanzania, Uganda, Rwanda, Burundi, Ethiopia, Somalia, South Sudan, and Zambia.

  • The Grants Manager will oversee the administration of RAMS’ $2.5M grants funds, working with Objective Leads to structure performance-based grants to regional private sector alliances, regional economic communities, and other partners to incentivize market actors to engage in cross-border trading relationships and stimulate the capacity of value chain actors to improve efficiencies and capitalize on market opportunities.

  • S/he will ensure compliance with Palladium’s and USAID’s policies and procedures in all aspects of grants management.

  • S/he will report to the Director of Finance and Administration.

    Primary Duties and Responsibilities

  • Lead and oversee all grants administration, from calls for expressions of
    interest through to implementation.

  • Ensure compliance with USAID and Palladium policies.

  • Conduct pre-award risk assessments of grantees.

  • Draft grants manual and related program documents.

  • Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements.

  • Collaborate with technical and MEL teams as required to structure performance-based grants to achieve RAMS objectives.

  • Other duties as assigned

    Required Qualifications

  • Advanced degree in Business, Economics, Finance, International Development, or another relevant field is preferred.

  • Experience successfully managing grants under contract for USAID-funded programs, preferably on USAID-funded programs of a similar size and technical scope as RAMS.

  • Familiarity with ensuring appropriate risk-sharing between and/or among USAID, the implementing partners and the private sector.

  • Experience with performance-based grants a plus.

  • Ability to rapidly establish and manage multiple grants simultaneously.

  • Ability to work with teams in diverse locations and prior experience managing grants for complex, multi-country programs.

  • Strong written and verbal communications skills.

  • Experience in East Africa region required

  • Fluency in English required; and a local East African language required.
