Project Overview and Role

  • The Trade and Investment Activity will facilitate the growth and development of higher-value commercial crops in support of the Government of Ghana’s plans to recapture market share and access new markets as a course of much needed foreign exchange.

  • Neither these investment nor their impact will be limited in geographical scope.

  • They will make necessary contributions to support Ghana’s agricultural sector transformation through trade acceleration to put Ghana on a pathway to self-reliance.

  • The Trade and Investment facilitation activity will strategically address investment promotion and trade facilitation based on commercial opportunities and government political will to move forward reforms and improve the enabling environment for trade and investment.

  • The activity will use a market systems approach to address the challenges in the trade sector.

    The proposed activity will have three main components:

  • investment promotion,

  • trade facilitation,

  • small medium enterprise (SME) development.

    [Purpose of Position

  • The Chief of Party (COP) will report to Palladium’s Home Office Project Director.

  • S/He will serve as the primary contact for USAID and will liaise directly with the project’s Contracting Officer’s Representative.

    Primary Duties and Responsibilities

  • Leads technical direction and strategy development for implementation and ensures an integrated vision across components and partners.

  • Ensures effective use of resources, on-time delivery of project activity reports and partner deliverables, and
    overall compliance with USAID regulations and Palladium policies and procedures.

  • Works with staff to recruit, hire and manage staff and consultants as needed to carry out activities.

  • Oversee the development and review of annual work plans and budgets.

  • Manage relationships with the Activity partners, stakeholders, counterparts, and Palladium team members to ensure the quality and timeliness of Project implementation.

  • Motivate staff to perform effectively toward Project objectives, through communication, team building, and incentives.

  • Serves as the key liaison between USAID, host-country counterparts, project partners, and Palladium.

    Required Qualifications

  • A degree in economics, international development, finance, business, or in a closely related field is preferred

  • Experience managing a trade and investment related activity strongly preferred
    Prior experience in horticulture and tree crops trade is desirable

  • Experience working for large donor organizations such as USAID required; knowledge of USAID contract management, policies, procedures, regulations and reporting requirements strongly preferred.

  • Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.

  • Strong leadership, program, organizational management and oral and written communication skills.

  • Proven expertise in investment promotion, facilitating transactions, creating enabling environments, partnership development, and using a market systems approach

  • Fluency in English required

  • Prior work in Ghana and/or the wider region is highly desirable
