Project Overview and Role:

  • The Africa EduFinance Lead (AEL) will be a core member of the CATALYZE Edufinance technical team responsible for unlocking commercial capital for investments in education in developing countries served by USAID. The AEL will work closely with the core Edufinance team to provide technical support and monitoring oversight of APS activities in their region. The AEL will also serve as a liaison with USAID Activity Managers, Government officials and civil society organization.

  • Target CATALYZE Edufinance investments must achieve measurable improvements for students from low income households. CATALYZE Edufinance is an important part of the USAID-funded $250 Million CATALYZE project, which will mobilize $2 Billion in blended finance to target sectors and countries over an eight-year period.

  • CATALYZE EduFinance has activities in Democratic Republic of Congo, Rwanda, South Africa, Tanzania, and Zambia with planned activities in Kenya and Ghana. The AEL will be expected to work from one of these countries. Periodic travel, as feasible in light of COVID-19, will be required.

    Primary Duties and Responsibilities:

  • Provide technical support and monitoring oversight to APS activities in the region

  • Regional backstop for core EduFinance team that provides technical support to implementing partners in the
    development and execution of APS activities

  • Monitor APS activities to ensure that their performance meets or exceeds technical requirements

  • Liaise with USAID Activity Managers, Government officials and civil society organizations

  • Identify any potential risks, political or otherwise, for APS activities

  • Develop and maintain relationships with the local schools, school associations and EduFinance Community of Practice

  • Contribute to project monitoring evaluation and learning (MEL) and continuous learning and adapting (CLA)

  • Contribute to publication of technical studies and case studies

  • Other duties as required

  • The role reports to the Deputy Education Finance Specialist (DEFS), CATALYZE. The role will be required to liaise closely with members of the home office Activity Management Unit, implementing partners, and USAID Activity Manager(s).

    Required Qualifications:

  • Proven technical excellence in education or inclusive and blended finance.

  • Evidence of strong communication skills, both interpersonal and written, to fulfil the diverse technical and managerial requirements of the project.

  • Strong ability to communicate effectively and professionally in English and French. Local/regional languages preferred.

  • Willingness and ability to travel within the country and the region (and elsewhere) a minimum of 8-10 weeks per year, when travel and health conditions allow.
