Background

Pact Inc. has been operating in Kenya since 1998, implementing several projects with local CSOs across a variety of sectors.

These projects, implemented in partnership with local CSOs, have included but are not limited to: natural resource management, cross-border peacebuilding, community conservation, health and HIV/AIDS, women's empowerment, artisanal gold mining, and good governance. At the foundation of all of these projects is Pact’s capacity development approach.

Today, Pact Inc. is working with local partners regionally on peacebuilding and conflict management along cross-border areas of Kenya and Uganda, Ethiopia, South Sudan and Somalia.

In addition, Pact is working with a range of local CSOs in capacity development, financial inclusion, health, and artisanal gold mining projects. Donor partners include: The United States Agency for International Development (USAID); DFID, American Cancer Society, Aga Khan Foundation, and the European Union Trust Fund for Africa (EUTF).

One of Pact’s project is the Regional Approaches for Sustainable Conflict Management and Integration (RASMI) project which adopts a conflict systems-based approach to promote peace-building, conflict management, and conflict resolution capacity at the community and cross-border levels.

It is part of the EU's programme for Collaboration in the Cross-Border areas of the Horn of Africa, providing over 60 million euros of investment to prevent and mitigate the impact of local conflict and to promote economic development and greater resilience in four different cross-border regions.

RASMI’s Objectives and Activities

  • Increase social capital and cohesion: RASMI will adopt a youth-led approach, working with male and female youth leaders, teachers, and religious leaders who interact with youth to increase positive civic engagement in their communities.
  • Specific activities include training youth on combating violent extremism, organizing local community improvement projects, linking motivated youth to economic opportunities, building relationships with local security forces and disseminating positive peace messaging through local radio stations.
  • Strengthen peace structures: RASMI will provide capacity support in technical areas such as conflict prevention, management, resolution and early warning, to existing peace committees and government security forces. In addition, RASMI will enhance the role and capacity of women’s peace structures and networks by developing mentorship opportunities to at-risk women, providing support to existing women’s groups, and building capacity of female community health workers to better support their clients.
  • Influencing other institutions to be conflict-sensitive: Through RASMI, local government entities and private sector actors will receive training on conflict sensitivity and "do-no harm" approaches.

    Scope of work

  • This work concerns videography, video editing, scripting, Voiceover, audio editing, animation, and filmmaking services to script & edit RASMI’s Introduction video. The Consultant is expected produce a 5 minutes video. The Consultant will be provided with a video script that they need to provide inputs before editing & Voiceover begins.

    Conduct of the work

  • The Consultant will be responsible for taking the lead in delivering the agreed scope of work while maintaining regular and close contact with the Regional Communications Coordinator, Communications officer, RASMI Project Manager, the Monitoring Evaluation Reporting and Learning (MERL) Manager and the EUTF Team Lead.
  • The Consultant will provide a range of services as detailed in Section 5 below.

    Outcomes and deliverables

    The core deliverables are:

  • To help Pact Inc. in video scripting, voiceover and editing, animation video production as well as production of podcasts and other audio productions;
  • Videos will be delivered as high-resolution, MP4 files, via Vimeo / YouTube and/or hard disc.

    Specific objectives and activities will include:

  • Editing of 1 RASMI Introduction video. The Consultant will edit and produce a 5 mins video.

    Voice over script

  • Title: Promoting local solutions to advance sustainable peace among cross-border communities
  • Voice over: Dunia, a Kenyan, remembers the Mandera Bus attack so well. Her husband, a Muslim was killed while shielding Christians in an Islamist attack while onboard the bus in
    2014.
  • Having grown up in the border town of Mandera, which borders Ethiopia, Somalia and Kenya, Dunia has had first-hand experience with armed conflict, violent crime, extremist attacks, political instability and state failure for years.
  • Insecurity in this region stems from a complex mix of resource competition, clan power struggles and, more recently, the presence of armed terror groups. The existence of tri-country boundaries creates further complexities related to border management and security between administrations with varying capacities and agendas. These challenges become harder to manage among migratory populations.
  • As a strategic response to address these challenges Pact is implementing a cross-border program called the Regional Approaches for Sustainable Conflict Management and Integration (RASMI).

    Funded by the European Union Trust Fund for Africa, the program has three key objectives:

  • To increase social capital and cohesion
  • To strengthen peace structures
  • To influence other institutions to be conflict-sensitivity

    RASMI continues to work with male and female leaders, teachers, religious leaders, peace communities, government security forces, women’s peace structures and networks to ensure that there is:

  • Improved social capital & cohesion
  • Stronger local & cross-border peace & security structures
  • Increased conflict sensitive development & investment
  • Youth playing an expanded role in promoting peace
  • Peace connectors strengthened to enhance social reconciliation

  • RASMI believes that, if there is strong social capital and cohesion between cross-border communities combined with strong peace systems and structures and other influencing institutions such as the private sector adopting conflict-sensitive practices, then conflict will be prevented, and its impact mitigated.
  • For community members such as Dunia (insert victim) the RASMI program is placing her at the heart of promoting local solutions to advance sustainable peace among cross-border communities.

    Invitation to tender

  • Pact Inc. is inviting tenders from suitably qualified companies/consultants to carry out this project. Note: Consultants may associate with other individuals/firms to enhance their qualifications.

    The Consultant is expected to:

  • Submit sample of their work and company profile
  • A budget for both professional fees for scripting, voiceover and editing.

    Note:

  • All payments are subject to withholding tax. Pact Inc. is obliged to withhold tax on behalf of the Kenya Revenue Authority, at rates which vary depending on the billing address of the invoicing entity. You are advised to take this into consideration and check on the prevailing rates before submitting your bid

    Timeline

  • Work is expected to begin immediately and end early January 2018. This contract will be delivered flexibly and in response to specific demand from Pact Inc.

    Intellectual property and branding

  • Pact Inc. wishes to brand the videos using logos from Pact Inc., donors and implementing partners. It also wishes to retain the right to use the materials for future use.

    Code of Conduct on Images and Messages

    Choices of images and messages will be made based on the paramount principles of:

  • Respect for the dignity of the people concerned;
  • Belief in the equality of all people;
  • Acceptance of the need to promote fairness, solidarity and justice.
